If nothing has changed by this time next year, if there is still no positive statement of assurance, if there is still 5% and more waste, mismanagement, fraud and disappearing money, and if there is still a huge budget surplus, then we will be getting to the stage where we will have to say to the people in the public gallery and the people who put us here that nothing has changed in the European Commission, the reform process is still ongoing – and is the slowest process ever – and we have failed in one of our core tasks which was to sort these problems out in the first place. That is not a record to be proud of and not something I am prepared to stand before my constituents and say.
Si rien n'a changé à la même date l'année prochaine, s'il n'y a toujours pas de déclaration d'assurance, si les gaspillages, mauvaise gestion, fraudes et disparition d'argent constituent encore 5 % ou plus du budget, si celui-ci affiche encore un excédent énorme, alors nous en serons arrivés à un stade où nous devrons dire aux personnes se trouvant dans la tribune publique et à celles qui votent pour nous que rien n'a changé au sein de la Commission européenne. Nous devrons dire que le processus de réforme est toujours en cours - c'est le processus le plus lent qui ait jamais existé -, et que nous avons échoué dans une de nos tâches principales qui consistait à régler ces problèmes. Ce n'est pas un bilan dont nous pouvons être fiers et c'est quelque chose que je ne suis pas disposé à dire à mes électeurs.
