I would also like to stress that complying with the provisions laid out in this regulation, especially those relating to compensation in cases of non-compliance, will require a serious and fundamental rethinking of the way air carriers operate. For this reason it would be appropriate to extend the period before this regulation enters into force by a few months.

1. When a disabled person or person with reduced mobility arrives at an airport for onward travel by air , the managing body of the airport shall be responsible for ensuring the provision of the assistance specified in Annex I in such a way that the person is able to take the flight for which he or she holds a reservation, provided that the notification of the person's particular needs for such assistance is made to the air carrier, its agent or the tour operator concerned 48 hours before the published time of departure of the flight. This notification shall also cover the return flight, if the outward flight and the return flight have been contracted with the same air carrier.

Lorsqu'une personne handicapée ou une personne à mobilité réduite arrive dans un aéroport pour poursuivre un voyage aérien , il incombe à l'entité gestionnaire de l'aéroport de veiller à ce que l'assistance spécifiée à l'annexe I soit fournie , de telle manière que la personne soit en mesure de prendre le vol pour lequel elle possède une réservation, à condition que ses besoins particuliers en vue de cette assistance aient été notifiés au transporteur aérien, à son agent ou à l'organisateur de voyages concerné 48 heures avant l'heure de départ publiée du vol. Hence, an international agreement imposing an obligation on air carriers and CRS to process PNR data as required by CBP and TSA, insofar as they are covered by an adequacy finding, would be an appropriate way of achieving the aim of providing a legitimate basis for air carriers and CRS to process data in accordance with Directive 95/46/EC.
