The Commission has today proposed an Interinstitutional Agreement (IIA) which will put in place a robust system ensuring the transparency of lobbying activities, building on the existing voluntary Transparency Register of the Parliament and the Commission.

A first Transparency Register was established jointly by the European Parliament and the Commission in 2011; it was updated through an Interinstitutional Agreement (IIA) agreed in April 2014 and currently applies only to the two institutions.The current voluntary Register includes over 9,800 entities bound by the Code of Conduct.
Un premier registre de transparence a été créé conjointement par le Parlement européen et la Commission en 2011; il a été mis à jour par un accord interinstitutionnel (AII) qui a été conclu en avril 2014 et qui n'est actuellement applicable qu'à ces deux institutions. We have one of those at the European level too. The difference is that we also have to try, within the framework of a voluntary Interinstitutional Agreement between Parliament and the Council, to lay down common rules for a period of seven years governing both the volume of resources and their use.

Notes the Commission's decision to start with a voluntary register and to evaluate the system after one year, but is concerned that a purely voluntary system will allow less responsible lobbyists to avoid compliance; calls on the three institutions to review the rules governing the activities of lobbyists at the latest three years after a common register is established, in order to determine whether the changed system is achieving the necessary transparency in respect of lobbyists' activities; is aware of the legal basis for a mandatory register provided by the Treaty of Lisbon and expresses its will in the meantime to cooperate with the institutions by way of an interinstitutional agreement on the basis of the existing registers; considers that mandatory registration should be a requirement for lobbyists who wish to have regular access to the institutions, as is already de facto the case in Parliament;

Deplores the fact that in spite of the major needs for restructuring, modernisation and diversification of Europe's rural economy, the resources allocated to rural development are set to fall in real terms; considers that a voluntary transfer of funds from direct agricultural support (CAP "first pillar") to rural development is not the appropriate means for remedying this situation; expresses in this connection strong reservations about the current Commission proposal concerning voluntary modulation of up to 20% of direct agricultural support to rural development; calls on the Commission to conduct an impact assessment in accordance with the Interinstitutional Agreement of 16 December 2003 between the European Parliament, the Council and the Commission on better law-making ; reiterates that Parliament still reserves its position concerning voluntary modulation and considers it would be useful to assess it together with the issue of co-financing in the context of the 2008/2009 review as expressed in Declaration No 9 of the IIA of 17 May 2006 concerning voluntary modulation;
27. déplore que, malgré les besoins majeurs de restructuration, de modernisation et de diversification de l'économie rurale de l'Europe, les ressources affectées au développement rural soient en voie de diminution en termes réels; considère qu'un transfert facultatif de fonds du soutien direct à l'agriculture ("premier pilier" de la PAC) au développement rural n'est pas le bon moyen de remédier à cette situation; à cet égard, formule de vives réserves à propos de l'actuelle proposition de la Commission concernant la modulation volontaire qui permettrait de transférer au développement rural jusqu'à 20 % du soutien direct à l'agriculture; invite la Commission à procéder à une évaluation d'impact conformément à l'accord interinstitutionnel "Mieux légiférer" du 16 décembre 2003 entre le Parlement européen, le Conseil et la Commission ; réaffirme qu'il réserve toujours sa position concernant la modulation volontaire et estime qu'il convient d'aborder cette question conjointement à la question du cofinancement dans le cadre du réexamen de 2008-2009, comme indiqué dans la déclaration n° 9 relative à la modulation volontaire jointe à l'accord interinstitutionnel du 17 mai 2006;

23. 23. déplore que, bien que l'économie rurale européenne ait cruellement besoin d'être restructurée, modernisée et de se diversifier, on assiste à une chute des ressources affectées au développement rural en termes réels; estime qu' un transfert facultatif de fonds provenant des aides agricoles directes (premier pilier de la PAC) au profit du développement rural ne constitue pas un mode de financement approprié pour remédier à cette situation; émet à cet égard d'importantes réserves concernant la proposition actuelle de la Commission en vue d'une modulation facultative de jusqu'à 20% des aides agricoles directes au profit du développement régional; invite la Commission à mener une analyse d'impact, conformément à l'accord interinstitutionnel "Mieux légiférer" du 16 décembre 2003 entre le Parlement européen, le Conseil et la Commission , et à présenter sur cette base une proposition révisée sur la modulation volontaire;
