The nature of warfare is going through fundamental change, driven by the need to maximise the efficient deployment of military forces, increase surveillance against the threat of terrorism, give a flexible response to such a threat and recognise the vital need to minimise military and civilian casualties resulting from military action.
La nature de la guerre subit un changement fondamental entraîné par la nécessité de faciliter au maximum le déploiement efficace de forces militaires, d'accroître la surveillance contre la menace du terrorisme, d'apporter une réponse adaptée à cette menace et de reconnaître la nécessité vitale de limiter le nombre des victimes militaires et civiles dues à une action militaire au minimum.
