Je crois pour ma part que, dans une démocratie parlementaire, ce serait imposer une limite déraisonnable à l'action du gouvernement, laquelle consiste précisément à gouverner et à gérer les relations internationales, et c'est ce qu'il doit faire dans les circonstances dont il est question.
