10. The notice of initiation of the proceedings shall announce the initiation of an investigation, indicate the product and countries concerned, give a summary of the information received, and provide that all relevant information is to be communicated to the Commission; it shall state the periods within which interested parties may make themselves known, present their views in writing and submit information if such views and information are to be taken into account during the investigation; it shall also state the period within which interested parties may apply to be heard by the Commission in accordance with Article 6(5).

The approved measures involve setting up voluntary partnerships with a view to supporting and encouraging governance reform in those countries most severely affected by illegal logging and with a view to establishing a licensing scheme with partner countries to ensure that only legal timber coming from these countries is imported into the EU.
Les mesures adoptées sont la mise en place de partenariats volontaires en vue de soutenir et d’encourager la réforme de la gouvernance dans les pays durement touchés par l’exploitation clandestine des forêts et l’instauration d’un régime d’autorisation avec les pays partenaires pour garantir que seul du bois d’origine légale provenant de ces pays est importé dans l’Union européenne.

2.10. The Committee also takes the view that the world trade order, which currently has the backing of the community of nations, is a valuable asset which must not be jeopardized; this system must not be overburdened with issues additional to environmental and labour standards. These points are particularly important in view of the very clear problems of the cohesion of member countries: 80 % of the WTO member countries are either developing countries or transition countries.
2.10.
