Notes that any increase in the use of space assets by the military must not reduce and limit civilian use and possible future civilian applications; calls on the Member States and the VP/HR to initiate a review of the outdated 1967 Outer Space Treaty or to initiate a new regulatory framework which takes into account technological progress since the 1960s; underlines also the urgent need to reduce the risk of collision due to the growing number of satellites and space debris; welcomes the initiative of the Commission to propose the organisational framework for the establishment and operation of a European space surveillance and tracking system (SST); welcomes equally the EU-sponsored multilateral initiative towards an International Code of Conduct for Space Activities as a way of introducing norms of behaviour in space as it seeks to achieve enhanced safety, security, and sustainability in space by emphasising that space activities should involve a high degree of care, due diligence, and appropriate transparency, with the aim of building confidence among space sector actors worldwide; believes that any new framework must take into account the views of all Member States and be strategically devised, looking at the long-term future of the industry, effectively preventing an arms race in outer space and ensuring the prohibition of harmful interference with space objects;
10. note qu'une augmentation de l'utilisation des ressources spatiales par le secteur militaire ne doit pas réduire leur utilisation par le secteur civil ni limiter d'éventuelles applications civiles futures; invite les États membres et la haute représentante de l'Union et vice-présidente de la Commission à mettre en œuvre une révision du traité de 1967 sur l'espace extra-atmosphérique, aujourd'hui devenu obsolète, ou à introduire un nouveau cadre réglementaire qui prenne en compte les progrès technologiques réalisés depuis les années 1960; souligne également qu'il est urgent de réduire le risque de collision dû au nombre croissant de satellites et de débris d'engins spatiaux; salue l'initiative de la Commission de proposer un cadre organisationnel pour l'installation et l'application d'un système européen de surveillance de l'espace et de suivi des objets en orbite (SST); salue de la même manière l'initiative multilatérale sponsorisée par l'Union en faveur d'un code de conduite international pour les activités spatiales, qui permettrait d'introduire des règles de comportement dans l'espace par la garantie d'un niveau de sécurité, de sûreté et de viabilité accru, en faisant en sorte que les activités spatiales soient soumises à des normes de prudence, de vigilance et de transparence élevées dans le but d'instaurer un sentiment de confiance parmi les acteurs du secteur spatial dans le monde entier; estime que tout nouveau cadre doit prendre en considération le point de vue de tous les États membres et doit être conçu selon une stratégie misant sur l'avenir à long terme du secteur, faisant réellement obstacle à la course aux armements dans l'espace et garantissant l'interdiction des interférences préjudiciables avec des objets spatiaux;

Work on aeronautics and space will be geared to strengthening the scientific and technological bases of the European aeronautics and space industry with a view to improving safety and environmental protection.
Concernant « l'aéronautique et l'espace », l'objectif consistera à renforcer les bases scientifiques et technologiques de l'industrie aéronautique et spatiale européenne en vue d'améliorer la sécurité et la protection de l'environnement.

The aim of activities carried out in this area is two-fold: to strengthen, by integrating its research efforts, the scientific and technological bases of the European aeronautics and space industry and encouraging it to become more competitive at international level; and to help exploit the potential of European research in this sector with a view to improving safety and environmental protection.
L'objectif des actions menées dans ce domaine est double: renforcer, par l'intégration de ses efforts de recherche, les bases scientifiques et technologiques de l'industrie aéronautique et spatiale européenne et l'encourager à devenir plus compétitive au niveau international; aider à exploiter le potentiel de recherche européen dans ce secteur en vue d'améliorer la sécurité et la protection de l'environnement.

THE EUROPEAN COMMUNITY AND SPACE - COUNCIL CONCLUSIONS The Council: - considered that the communication of the Commission offered a pertinent overview of the situation of space activities in Europe and that its broad objectives constituted a useful basis for the possible definition of future Community activities in this field; - considered, that the Commission should continue to develop its role as a user of space technology, in particular in the field of earth observation, with a view to contributing to the optimization of the use of satellite data as well as to the implementation of Community policies; - agreed that the question of Community support for space- related RTD activities, including, if appropriate, development of instruments, should be considered when deciding on the Community RTD Fourth Framework Programme and its specific programmes, according to the normal rules and procedures; noted, however, that the Commission does not intend to propose a specific Community space research programme within the fourth Framework Programme; - invited the Commission to continue its efforts, within its sphere of competence and in the appropriate fora, in order to establish favourable conditions for the development of space application markets and for competitive European space industries. - agreed that synergy and complementarity between the Community RTD programmes and the activities of ESA and, while respecting the provisions of the Treaty, activities of the Member States and other international organisations should be further developed, whilst avoiding any duplication of efforts and whilst fully respecting the operating rules and procedures of both the Community and ESA; - noted the Commission's intention to establish an ad hoc group on Space with representatives of all the Member States.
LA COMMUNAUTE EUROPEENNE ET L'ESPACE - CONCLUSIONS DU CONSEIL Le Conseil : - a estimé que la communication de la Commission présente une vue d'ensemble pertinente des activités spatiales en Europe et que les objectifs généraux qui y sont fixés constituent une base utile pour la définition éventuelle des actions que la Communauté pourraient mener à l'avenir dans ce domaine ; - a estimé que la Commission devrait continuer à accroître son rôle d'utilisateur de la technologie spatiale, notamment dans le domaine de l'observation de la terre, en vue de contribuer à l'optimalisation de l'utilisation des données satellitaires ainsi qu'à la mise en oeuvre des politiques communautaires ; - a convenu qu'il faudrait examiner, conformément aux règles et procédures habituelles, la question du soutien de la Communauté aux activités de recherche et développement technologique (RDT) dans le domaine spatial, y compris, le cas échéant, la mise au point d'instruments lorsqu'interviendra la décision sur le quatrième programme-cadre des actions communautaires de RDT et ses programmes spécifiques ; il a toutefois noté que la Commission n'a pas l'intention de proposer un programme de recherche communautaire spécifique dans le domaine spatial qui s'inscrirait dans le quatrième programme-cadre ; - a invité la Commission à poursuivre ses efforts, dans la limite de ses compétences et dans les enceintes appropriées, afin de créer les conditions favorables à l'extension des marchés des applications spatiales et à la compétitivité des industries spatiales européennes ; - a convenu qu'il faudrait améliorer la synergie et la complémentarité entre les programmes communautaires de RDT et les activités de l'ASE et, dans le respect des dispositions du traité, qu'il conviendrait de poursuivre le développement des activités des Etats membres et d'autres organisations internationales, tout en évitant la duplication des efforts et en respectant pleinement les règles et procédures de fonctionnement de ...

The view of the space agency, as it has been presented to me, is that the technology or the techniques that were acquired through the process were ones of value to Canada and within the space agency's mandate.

A proposal should be ready by mid-1986 (1) COM(85)500 - 2 - - to promote the use of space, the existing Community action in the field of Remote Sensing could appropriately be reinforced and expanded, and proposals to that effect be put forward in 1986, - the state of the art in marine science and technology is being examined by the Commission with a view to identifying the need for RD. As soon as the results of this examination become available the Commission might propose a particular effort putting Europe in a position to exploit its marine resources in the best possible way, - the excellent response to the call for proposals in industrial technologies (BRITE) will lead to a revision and enhancement of this programme to be presented by the Commission in 1986, - the proposal, as already announced, in early 1986 of a new education and training programme DELTA : Developing European Learning through Technological Advance, - last not least the realisation of the "Research Workers' Europe" is to be continued and even sped up.

It addresses the main issues for which there is, in the view of the Commission, an immediate Union interest and potential for action with a view to ensuring complementarity and synergy between the efforts of the European Space Agency, national agencies and the Member States and the policies of the Union, in particular Research and Technological Development.
