Reminds the parties of the commitments they made in Annapolis to hold negotiations in good faith with a view to concluding by the end of 2008 a peace treaty resolving all outstanding issues and calls for swift and tangible results on the ground, including the respect of Israel's right to live in security and the establishment of a viable Palestinian State; encourages the trilateral cooperation between the European Union, the Israeli and the Palestinian authorities in key policy areas, in line with the EC-Israel Association Agreement and the EC-PLO Interim Association Agreement, which can promote peace and people-to-people contacts; calls on Israel, in this context, to fully respect the EC-PLO Interim Association Agreement, to lift all impediments to its implementation and to facilitate the participation of individuals – with special regard to students and researchers –, companies and other organisations based in the Occupied Palestinian Territory in Community programme projects under the cooperation between the EU and the Palestinian Authority by removing administrative and physical obstacles and by ensuring the free movement of the persons concerned;

− (PT) Given the terrible situation in which the Palestinian people have been put, the European Parliament has adopted a resolution which, while recognising the extremely serious situation not only in the Gaza Strip but also in the other Palestinian occupied territories, does not hold Israel liable or condemn it for its deep-rooted responsibility, particularly for the destruction of the Palestinian National Authority and its supporting institutions and infrastructures, including those meeting the most basic needs of the population, and for seeking to prevent the creation of a sovereign, independent and viable Palestinian State.

In the Palestinian territories, in order to avoid further escalation we need a return by the Palestinian militants to the ‘calm’ that held for most of 2005, the release of hostages, detainees and prisoners, as well as progress on basic issues of movement and access, which, as we know hold the key to Palestinian economic recovery and to the creation of a viable Palestinian State.

The role the EU has played in promoting reform in the Palestinian Authority (with the objective of laying the foundations for the viable Palestinian state foreseen in the Road Map), through the conditions attached to its financial assistance, has been recognised internationally by the Ad Hoc Liaison Committee of donors, which at its December 2004 meeting commended the Palestinian Authority for its continued strong efforts at public financial reform that now place the Palestinian Authority in the front rank of regional performers.
