Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. Definition: Considerable cultural variations occur in the presentation of this disorder, and two main types occur, with substantial overlap. In one type, the main feature is a complaint of increased fatigue after mental effort, often associated with some decrease in occupational performance or coping efficiency in daily tasks. The mental fatiguability is typically described as an unpleasant intrusion of distracting associations or recollections, difficulty in concentrating, and generally inefficient thinking. Putting in place a genuinely integrated system The smooth functioning of the various networks and modes of transport is impaired by the fact that they are imperfectly integrated. Not only does this narrow the consumer's choices, it also penalizes firms and hampers the free movement of people. Such drawbacks are felt most keenly in the Community's peripheral regions. Against this new backdrop of "sustainable mobility", the Commission is proposing a raft of measures designed to iron out the disparities between modes of transport while safeguarding fair competition and ensuring that the various modes complement each other more than ever before. This entails: - spreading the costs more equitably over the different forms of transport and charging users the full costs of using the infrastructure, including indirect ones such as pollution and other harm to the environment. - devising a combined transport system encompassing all the modes; technical and tax harmonization measures, research and development work and cooperation will be necessary to make such a system more attractive to users. 3. Trans-European transport networks The Commission will be lending its support to the development of these networks by helping to establish links between Member States' networks (interconnection) and ensuring that they dovetail smoothly with each other (interoperability).

Ceci implique : . une répartition plus équitable des coûts entre les divers modes de transport et la prise en charge par les utilisateurs de tous les coûts liés à l'utilisation des infrastructures, y compris des coûts externes (pollution - nuisance), . le développement du transport combiné, tous modes confondus, ce qui suppose un certain nombre de mesures d'harmonisation techniques et fiscales ainsi que d'autres interventions (recherche, développement, coopération...) permettant de le rendre plus attractif.

- 3 - With respect to other sectors, the Commission believes that the derogation in Article 48(4) clearly refers to sectors such as the armed forces, the police and other forces of order, the judiciary, tax administration, the diplomatic service and in principle posts coming under the Ministries of State, regional authorities, local authorities and other bodies on a similar footing, central banks and other bodies with the task of ensuring observance of the law and which enjoy a unilateral decision- making authority, such as central insurance inspection offices, agencies for the protection of the environment, labour inspectorates and consumer protection services.
Quant à d'autres secteurs éventuels, la Commission est d'avis que la dérogation du paragraphe 4 de l'article 48 couvre clairement des secteurs tels que les forces armées, la police et les autres forces de l'ordre, les magistrats, l'administration fiscale, la diplomatie et aussi, en principe, des emplois relevant des ministères de l'Etat, des gouvernements régionaux, des collectivités territoriales et d'autres organismes assimilés, des banques centrales et des organismes ayant pour mission d'assurer le respect de la loi et qui disposent d'un pouvoir unilatéral de décision, comme, par exemple, les Offices de Contrôle des Assurances, les Agences de Protection de l'Environnement, les inspecteurs du travail et les services de protection des consommateurs.

For example, ECHO has: - provided a channel for coordinating humanitarian aid with the United Nations and other international organizations; international agencies such as the International Committee of the Red Cross (ICRC); Member States; the United States and other non-EU countries, and NGOs (non- governmental organizations); - provided a channel for dialogue with other institutions such as the European Parliament, which follows humanitarian aid policy with keen interest; - raised the EU's profile substantially in 1993 and 1994, drawing attention to its humanitarian aid in the media, the Member States, non- member countries, and in politics generally; - helped to prevent more extensive aid operations by developing proper disaster prevention mechanisms; - conducted humanitarian aid operations itself, for example food programmes in Croatia and Serbia/Montenegro; - set up a partnership and management tool, the Framework Partnership Agreement (approved by the Commission in a Decision of 5 May 1993), which has so far been signed by practically all the Commission's partners (over 140 NGOs and international organizations), speeding up and simplifying decision-making procedures and putting the Commission's relationships with NGOs and international organizations on a more structured, formal footing.
On peut notamment énumérer: - la mise en place d'un instrument de coordination humanitaire avec les organisations internationales, notamment des Nations Unies et d'autres instances internationales, telles que le CICR, avec les Etats Membres, avec les pays tiers, en particulier les Etats-Unis, et enfin les organisations non gouvernementales; - l'instrument de dialogue institutionnel, en particulier le Parlement européen dont il faut souligner l'intérêt politique à l'égard de l'humanitaire; - l'instrument de visibilité que ECHO a, en 1993 et 1994, développé de manière substantielle, pour faire apparaître auprès des média, des Etats Membres, des pays tiers, des milieux politiques, l'action humanitaire de l'Union; - l'instrument de prévention pour l'élargissement des activités d'assistance par le développement de mesures adéquates à la prévention des désastres humanitaires; - la mise en oeuvre d'actions directes humanitaires telles que le programme alimentaire en Croatie et en Serbie-Montenegro, que ECHO exécute sans l'intervention des partenaires; - enfin, la mise en place d'un instrument de partenariat et de gestion, le Contrat Cadre de Partenariat (Décision de la Commission du 5 mai 1993), signé à ce jour avec la presque totalité des partenaires de la Commission, plus de 140 organisations non gouvernementales (ONG) et organisations internationales. Ces contrats-cadre permettent d'accélerer et de simplifier les procédures de décision d'aide, et de structurer et institutionnaliser les relations de la Commission avec les ONG et les organisations internationales.
