In the case of concerns with regard to the lists communicated by the third countries, safeguard measures are to be adopted in accordance with Council Directive 97/78/EC of 18 December 1997 laying down the principles governing the organisation of veterinary checks on products entering the Community from third countries (3).

Calls for the acquis communautaire , and especially veterinary and phytosanitary legislation, as well as animal welfare regulations, to be adopted in full by the candidate countries; recognises that, for these sectors and for certain other specific, particularly complex, sectors subject to common organisation of the market, the candidate countries should submit detailed plans for early, pre-accession implementation of the Community's agricultural legislation; considers, however, that there will be a need for transitional arrangements in some cases, although their scope must be kept to a minimum and they must be granted for as short a period as possible; asks the Commission to facilitate the participation of representatives of the candidate countries in meetings of the veterinary and phytosanitary committees of the European Union;

(4) Whereas, since Council Directive 90/675/EEC of the 10 December 1990 laying down the principles governing the organisation of veterinary checks on products entering the Community from third countries (4) was adopted, developments have taken place in the application of the Directive and fresh experience has been gained; whereas in the interests of transparency, the Directive should be amended;
(4) considérant que depuis l'adoption de la directive 90/675/CEE du Conseil du 10 décembre 1990 fixant les principes relatifs à l'organisation des contrôles vétérinaires pour les produits en provenance des pays tiers introduits dans la Communauté (4), des évolutions ont eu lieu dans son application et que de nouvelles expériences ont été faites; que, aux fins d'une meilleure transparence, cette directive doit être modifiée;

Cooperation will focus on practical measures to facilitate the establishment of free trade as well as its consequences, including: - harmonizing rules and procedures in the customs field, with a view in particular to the progressive introduction of cumulation of origin; in the meantime, favourable consideration will be given, where appropriate, to finding ad hoc solutions in particular cases; - harmonization of standards, including meetings arranged by the European Standards Organisations; - elimination of unwarranted technical barriers to trade in agricultural products and adoption of relevant measures related to plant-health and veterinary rules as well as other legislation on foodstuffs; - cooperation among statistics organizations with a view to providing reliable data on a harmonized basis; - possibilities for regional and subregional cooperation (without prejudice to initiatives taken in other existing fora).
La coopération portera plus spécialement sur des mesures concrètes, destinées à favoriser le libre-échange et tout ce qui en découle, à savoir : - l'harmonisation des règles et des procédures dans le domaine douanier, en particulier dans la perspective de l'introduction progressive de l'origine cumulative ; le cas échéant, seront examinées entre-temps dans un esprit favorable, des solutions ad hoc dans des cas particuliers ; - l'harmonisation des normes, notamment au moyen de réunions organisées par les organisations européennes de normalisation ; - l'élimination des entraves techniques injustifiées aux échanges de produits agricoles et adoption de mesures appropriées concernant les règles phytosanitaires et vétérinaires et d'autres réglementations sur les denrées alimentaires ; - la coopération entre organismes de statistiques, qui devrait permettre d'obtenir des données fiables, établies selon des méthodes harmonisées ; - les possibilités de coopération régionale et sous-régionale (sans préjudice des initiatives prises dans d'autres cadres).
