In order to facilitate the transport of consignments through third countries neighbouring more than one Member State, a special regime for the dispatch of consignments from the territory of one Member State to another through the territory of a third country should be introduced in order to ensure, in particular, that consignments re-entering Community territory are subject to veterinary checks in accordance with Council Directive 89/662/EEC of 11 December 1989 concerning veterinary checks in intra-Community trade with a view to the completion of the internal market

Commission Regulation (EC) No 745/2004 (5) laying down measures with regard to imports of products of animal origin for personal consumption gives a legal framework for Member States to carry out controls at all points of entry into the Community in addition to controls in border inspection posts under the veterinary checks regime; such controls outside border inspection posts should also be monitored by the Food and Veterinary Office.

The Croatian authorities need to make significant efforts to bring the management of the national regime of veterinary checks, the regime of veterinary checks of imports from third countries, and import rules into line with EU requirements, in particular concerning training of inspectors and adequate laboratory equipment.
Les autorités croates doivent faire des efforts significatifs pour mettre en conformité avec les exigences de l'Union européenne la gestion du régime national des contrôles vétérinaires, du régime des contrôles vétérinaires des importations en provenance de pays tiers et des règles d'importation, notamment en ce qui concerne la formation des inspecteurs et le matériel de laboratoire approprié.

- 3 - As regards the abolition of controls on goods, progress has been made both in the customs field (abolition of the transit regime in intra-Community trade, abolition of checks on origin for products on the Community market) and in the veterinary and plant-health spheres, where the Commission is planning to set up, in response to doubts expressed by the Member States, an agency to provide technical support for administering Community rules.
Sur le plan de la suppression des contrôles sur les marchandises, des progrès ont été accomplis à la fois dans le domaine douanier ( suppression du régime de transit dans les échanges entre pays de la Communauté, suppression du contrôle de l'origine des produits dans les échanges communautaires ) et dans le domaine vétérinaire et phytosanitaire ( la Commission envisage d'ailleurs dans ces deux domaines la création d'une agence qui apporterait le support technique à la gestion des règles européennes en la matière, pour répondre aux doutes exprimés par les Douze ).
