31. Calls on the Commission, the Member States and the European Chemicals Agency (ECHA) to step up their efforts to substitute substances of very high concern and to restrict substances that pose unacceptable risks to human health or the environment in the context of REACH, not least as a means to fulfil the requirement of the 7th Environment Action Plan to develop non-toxic material cycles so that recycled waste can be used as a major, reliable source of raw material within the Union; calls, in this respect, on the Commission to immediately drop its unilateral moratorium on the processing of recommendations by ECHA with regard to the inclusion of substances of very high concern in Annex XIV to REACH, and instead proceed swiftly with the inclusion of such substances; stresses in accordance with the waste hierarchy that prevention takes priority over recycling and that, accordingly, recycling should not justify the perpetuation of the use of hazardous legacy substances;
31. demande à la Commission, aux États membres et à l'Agence européenne des produits chimiques (ECHA) d'intensifier leurs efforts visant à remplacer les substances extrêmement préoccupantes et à restreindre les substances qui présentent des risques inacceptables pour la santé publique ou l'environnement dans le cadre du règlement REACH, ce qui aurait à tout le moins pour effet de satisfaire à l'exigence du septième programme d'action pour l'environnement consistant à développer des cycles de matériaux non toxiques, pour que les déchets recyclés puissent être utilisés comme une source importante et fiable de matières premières dans l'Union; invite à cet égard la Commission à mettre immédiatement fin à son moratoire unilatéral sur le traitement des recommandations formulées par l'ECHA concernant l'inscription des substances extrêmement préoccupantes à l'annexe XIV du règlement REACH et, au contraire, à procéder au plus vite à l'inscription de ces substances; souligne, conformément à la hiérarchie des déchets, que la prévention prime le recyclage et qu'en conséquence, le recyclage ne saurait justifier le fait de continuer à utiliser des substances dont les déchets peuvent être dangereux;

No derogation from the exclusion in Article 6(6) of Regulation (EC) No 66/2010 may be given concerning substances identified as substances of very high concern and included in the list foreseen in Article 59 of Regulation (EC) No 1907/2006 present in mixtures in concentrations higher than 0,010 %.
