345. A decision made in Canada before the coming into force of this section to approve an application to reconsider and vacate a determination that a person is a Convention refugee is deemed to be a determination by the Board to vacate a decision to allow a claim for refugee protection.

Secondly: if the Council and the rapporteur do not believe in voluntary return, children will be wrenched away from schools and nursery classes, accommodation will be vacated without notice and we shall do more damage than was perhaps caused by all the stress of waiting for a decision, especially to children.

Recalls that, following the request of the budgetary authority, the financing of the move of the Economic and Social Committee and the Committee of the Regions to the Belliard Building and the vacation of the Ravenstein building was postponed from the end of 2003 to the beginning of 2004; notes, in view of the latest developments, that the move is not likely to take place before April 2004; is willing to consider the necessary budgetary decisions to cover the cost in the 2004 budget; urges both Committees to ensure that their specific needs as regards the renovation of the Belliard building do not exceed the amount of EUR 26 million made available by the budgetary authority;

Welcomes the decision of the Economic and Social Committee to postpone the expenditure on the move to the Belliard complex and on vacating the Ravenstein building from 2003 to the 2004 budget; notes that this measure, involving EUR 5.42 million, reduces pressure on the heading; notes, however, that the expenditure is unavoidable and will have to be covered in the 2004 budget;
