Definition: In many cases, a disturbance of sleep is one of the symptoms of another disorder, either mental or physical. Whether a sleep disorder in a given patient is an independent condition or simply one of the features of another disorder classified elsewhere, either in this or in others, should be determined on the basis of its clinical presentation and course as well as on the therapeutic considerations and priorities at the time of the consultation. Generally, if the sleep disorder is one of the major complaints and is perceived as a condition in itself, the present code should be used along with other pertinent diagnoses describing the psychopathology and pathophysiology involved in a given case. This category includes only those sleep disorders in which emotional causes are considered to be a primary factor, and which are not due to identifiable physical disorders classified elsewhere.

Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). - That although the FLEGT and Reduced Emissions from Deforestation and Forest Degradation (REDD) schemes deal with forest uses, they are perceived as separate initiatives and handled by different ministers in the partner countries. It stresses, therefore that without insisting on good governance and recognition of rights of local communities and indigenous peoples, REDD schemes can bypass the consultation processes (and when relevant, the governance and law reforms) that are part of the FLEGT process. Glenn Thibeault: En ce qui concerne les programmes de l'Infrastructure Canada: a) quelles sommes le gouvernement fédéral a-t-il affectées à chaque province dans le cadre du Fonds destiné au transport en commun (FTC) et combien a-t-on dépensé jusqu’à maintenant dans le cadre du Fonds; b) dans le cadre du Fonds canadien sur l'infrastructure stratégique, jusqu’à maintenant, (i) quelles demandes de fonds visant des projets a-t-on accueillies, (ii) pour chaque projet, qui sont les partenaires participants et de combien est la contribution de chacun, en comptant le gouvernement, (iii) pour chaque projet, quelle partie des fonds le gouvernement a-t-il versée et à qui, (iv) quel a été l’avantage économique produit par chaque projet, (v) à quelle date chaque projet est-il censé prendre fin, (vi) quels critères a-t-on appliqués pour déterminer les projets à approuver; c) dans le cadre du Fonds sur l'infrastructure frontalière, (i) jusqu’à maintenant, quelles demandes de fonds visant des projets a-t-on accueillies, (ii) pour chaque projet, qui sont les partenaires participants et de combien est la contribution de chacun, en comptant le gouvernement, (iii) pour chaque projet, quelle partie des fonds le gouvernement a-t-il versée et à qui, (iv) quel a été l’avantage économique produit par chaque projet, (v) à quelle date chaque projet est-il censé prendre fin, (vi) quels critères a-t-on appliqués pour déterminer les projets à approuver; d) dans le cadre du Fonds sur l'infrastructure municipale rurale (FIMR), (i) pour chaque province, combien de municipalités ont demandé des fonds et combien de projets a-t-on approuvés, (ii) pour chaque exercice financier depuis le lancement du programme, en comptant l’exercice courant , combien a-t-on puisé dans le Fonds et à qui l’a-t-on versé, (iii) pour chaque projet approuvé, à combien la contribution de la municipalité s’est-elle élevée; (iv) des firmes d’experts-conseils ont-elles été engagées ...

(43) The Commission should be empowered to adopt delegated acts in accordance with Article 290 TFEU in respect of the criteria according to which foods may be considered as having been used for human consumption to a significant degree within the Union before 15 May 1997, in respect of the determination of whether a type of food falls within the scope of this Regulation, the adjustment and adaptation of the definition of ‘engineered nanomaterial’ to technical and scientific progress and in line with definitions subsequently agreed at international level, rules on how to proceed in cases in which the Commission has no information about use of a food for human consumption before 15 May 1997, as well as in respect of rules for the application of Article 4(1) and Article 9 and the update of the Union list . It is of particular importance that the Commission carry out appropriate consultations during its preparatory work, including at expert level ,
(43) Il convient d'habiliter la Commission à adopter des actes délégués en conformité avec l'article 290 du traité sur le fonctionnement de l'Union européenne en ce qui concerne les critères permettant de déterminer si la consommation humaine d'une denrée alimentaire a été non négligeable dans l'Union avant le 15 mai 1997, afin de déterminer si un type d'aliment relève du présent règlement, d'ajuster et d'adapter la définition de «nanomatériau manufacturé» aux progrès scientifiques et techniques et aux définitions approuvées ultérieurement au niveau international, de fixer les modalités applicables dans les cas où la Commission ne dispose d'aucune information quant à la consommation humaine d'un aliment avant le 15 mai 1997, ainsi qu'en ce qui concerne les modalités d'application de l'article 4, paragraphe 1, et de l'article 9 et la mise à jour de la liste de l'Union. Il est particulièrement important que la Commission procède aux consultations appropriées tout au long de son travail préparatoire, y compris au niveau des experts ,

2a. Every two years, and for the first time two years after the entry into force of this Directive, the Commission shall, in consultation with Member States, conduct a review of the use of non-human primates in procedures and publish the results thereof. The review shall examine the impact of developments in technological, scientific and animal-welfare knowledge, and set targets for the implementation of validated replacement methods.
2 bis. Tous les deux ans, et pour la première fois deux ans après l'entrée en vigueur de la présente directive, la Commission, en consultation avec les États membres, procède à un réexamen de l'utilisation des primates non humains dans des procédures et publie les résultats de ce réexamen, qui étudie les conséquences de l'évolution des connaissances en matière technique et scientifique ou se rapportant au bien-être des animaux et fixe des objectifs pour la mise en œuvre des méthodes validées de substitution.

2. For the development of implementing rules the Commission may issue mandates to a reformed Eurocontrol or another competent and independent institution setting out the tasks to be performed and the timetable for this. In this connection, it shall endeavour to make best use of the arrangements of Eurocontrol for the involvement and consultation of all interested parties, where these arrangements correspond to Commission practices on transparency and consultation procedures and do not conflict with its institutional obligations.
2. Concernant l'élaboration des mesures d'exécution, la Commission peut confier des mandats à une organisation Eurocontrol réformée ou à un autre organe compétent et indépendant en précisant les tâches à effectuer et le calendrier correspondant. Dans ce cadre, elle s'efforce d'utiliser au mieux les dispositions d'Eurocontrol en matière de participation et de consultation de toutes les parties intéressées, dès lors que ces dispositions sont conformes aux pratiques de la Commission en matière de transparence et de procédures de consultation et ne sont pas contraires à ses obligations institutionnelles.

I understand I may have created concern because, when faced with such clear evidence of a process, Parliament may say, ‘But that is our job!’ I can assure you that we have the opposite objective: we must consult civil society because it is useful for us and it is useful for you, but consulting means consulting; it is absolutely unacceptable that this should be seen as an alternative form of decision-making that could be confused with or compared to that of Parliament.
Et ceci, à mon avis, est un pas en avant. Je comprends que cela ait pu susciter des inquiétudes parce que, face à une mise en évidence aussi claire d'un processus, le Parlement peut également dire : "Mais cela se substitue à notre rôle !" Je peux vous assurer que cela est fait dans un but opposé, c'est-à-dire que nous devons consulter la société civile parce que cela est utile pour nous comme pour vous, mais consulter veut dire consulter ; il est absolument exclu que ceci constitue une variante de processus décisionnel qui pourrait être confondu ou comparé à celui du Parlement.
