The Revision Committee set up in accordance with point (c) of Article 13(1) of the COTIF Convention, at its 25th session due to take place from 25 to 27 June 2014, is expected to decide upon certain amendments to the COTIF Convention as well as to certain Appendices thereto, namely Appendices B (Uniform Rules concerning the Contract of International Carriage of Goods by Rail — CIM), D (Uniform Rules concerning Contracts of Use of Vehicles in International Rail Traffic — CUV), E (Uniform Rules concerning the Contract of Use of Infrastructure in International Rail Traffic — CUI), F (Uniform Rules concerning the Validation of Technical Standards and the Adoption of Uniform Technical Prescriptions applicable to Railway Material intended to be used in International Traffic — APTU) and G (Uniform Rules concerning the Technical Admission of Railway Material used in International Traffic — ATMF).

The amendments to Appendix E (CUI) suggested by the Internation Rail Transport Committee (CIT) aim to extend the scope of the uniform rules concerning the contract of use of infrastructure to domestic rail transport, to create a legal basis for general terms and conditions of use of railway infrastructure and to extend the liability of the infrastructure manager for damage or losses caused by the infrastructure.

3. The Commission shall monitor the use of the networks and the evolution of framework conditions in the rail sector, in particular infrastructure charging, capacity allocation, investments made in railway infrastructure, developments as regards prices and the quality of rail transport services, rail transport services covered by public service contracts, licensing and the degree of market opening and harmonisation between Member States, development of employment and the related social conditions in the rail sector.
3. La Commission surveille l'utilisation des réseaux et l'évolution des conditions-cadres dans le secteur du rail, en particulier la tarification de l'infrastructure, la répartition des capacités, les investissements dans l'infrastructure ferroviaire, l'évolution des prix, la qualité des services de transport ferroviaire et des services de transport ferroviaire couverts par des contrats de service public, le système d'octroi de licences et le degré d'ouverture du marché et d'harmonisation entre États membres, l'évolution de l'emploi et des conditions sociales dans le secteur du rail.

(5) Computerised systems used for selling rail passenger tickets can, if properly used, provide an important and useful service to rail passengers.

3. This Regulation shall apply to computerised information and reservation systems for rail transport (CRSTs) when offered for use and/or used within the Community to provide information on international journeys by rail, for the distribution and sale of tickets and/or reservations for that international journey.

Le présent règlement s'applique aux systèmes informatisés d'information et de réservation pour les transports ferroviaires, lorsqu'ils sont proposés et/ou utilisés à l'intérieur de la Communauté afin de fournir des informations sur les voyages internationaux par chemins de fer, ainsi que pour la distribution et la vente de billets et/ou les réservations pour ces voyages internationaux.
