Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. Regrets that it is still difficult for citizens to gain access to information held by EU institutions, the reason being that there is no common approach among the institutions geared to facilitate access to documents for citizens and based on complete transparency, communication and direct democracy; urges the EU institutions, bodies, offices and agencies to develop further a more proactive approach on transparency by proactively disclosing as many of their documents as possible, in the most simple, user-friendly and accessible way, by having documents translated upon request into other EU official languages, and by establishing proper, simple and inexpensive information access arrangements, including by digital and electronic means, allowing for the needs of people with disabilities; considers, in particular, that the accessibility of information should be improved on by means of easy-to-use interfaces and search systems; calls for the development of a common access point to the portals of the three institutions, building on the pilot project for the online platform for the proactive publication of EU institutions documents, and for harmonising search portals between departments of the same institution (including Directorates-General in the Commission); calls, as well, on the institutions to continue and strengthen the work of expanding knowledge of EU legislation and policies; believes that, to that end, the EU should make full use of the potential offered by new technologies (social networks, smartphone applications, etc.) in order to ensure complete and easy access to information.

It is true that Council Directive 92/44/EEC of 5 June 1992 on the application of open network provision to leased lines, amended by Commission Decision 94/439/EC (8), harmonizes the basic principles regarding the provision of leased lines, but it only harmonizes the conditions of access and use of leased lines. The aim of that Directive is not to remedy the conflict of interest of the telecommunications organizations as infrastructure and service providers. It does not impose a structural separation between the telecommunications organizations as providers of leased lines and as service providers. Complaints illustrate that even in Member States which have implemented that Directive, telecommunications organizations still use their control of the access conditions to the network at the expense of their competitors in the services market. Complaints show that telecommunications organizations still apply excessive tariffs and that they use information acquired as infrastructure providers regarding the services planned by their competitors, to target clients in the services market. Directive 92/44/EEC only provides for the principle of cost-orientation and does not prevent telecommunications organizations to use the information acquired as capacity provider as regards subscribers' usage patterns, necessary to target specific groups of users, and on price elasticities of demand in each service market segment and region of the country. The current regulatory framework does not resolve the conflict of interest mentioned above. The most appropriate remedy to this conflict of interest is therefore to allow service providers to use own or third party telecommunications infrastructure to provide their services to the final customers instead of the infrastructure of their main competitor. In its resolution of 22 December 1994 the Council also approved the principle that infrastructure provision should be liberalized.
qu'il est vrai que la directive 92/44/CEE du Conseil, du 5 juin 1992, relative à l'application de la fourniture de réseau ouvert aux lignes louées (8), modifiée par la décision 94/439/CE de la Commission (9), harmonise les principes de base relatifs à l'offre de lignes louées, mais qu'elle ne couvre que les conditions d'accès et d'utilisation de lignes louées; que le but de la directive n'est pas de porter remède au conflit d'intérêt entre les organismes de télécommunications en tant que fournisseurs de services et d'infrastructure; qu'elle n'impose pas de séparation structurelle entre les activités des organismes de télécommunications comme fournisseurs de lignes louées et comme prestataires de services; que des plaintes montrent que, même dans les États membres qui ont transposé cette directive, les organismes de télécommunications utilisent toujours leur pouvoir de contrôle sur les conditions d'accès à leur réseau au détriment de leurs concurrents sur le marché des services; que ces plaintes montrent que les organismes de télécommunications continuent d'appliquer des tarifs excessifs et qu'ils utilisent l'information acquise en tant que fournisseurs d'infrastructure au sujet des services envisagés par leurs concurrents pour cibler des clients sur le marché des services; que la directive 92/44/CEE énonce seulement le principe de l'orientation des tarifs sur les coûts et n'empêche pas par ailleurs les organismes de télécommunications d'utiliser l'information acquise en tant que fournisseurs de capacité sur les habitudes de consommation des abonnés, indispensable pour cibler certaines catégories spécifiques d'utilisateurs, et sur l'élasticité de la demande dans chaque segment du marché et chaque région de l'État membre concerné; que le cadre réglementaire actuel ne résout pas le conflit d'intérêt mentionné ci-dessus; que le moyen le plus approprié de régler ce conflit d'intérêt est donc de permettre aux prestataires de services d'utiliser leur propre infrastr ...
