Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). In order to ensure harmonised responses across the Union to safety concerns regarding medicinal products for human use, the Committee for Medicinal Products for Human Use and the coordination group established by Directive 2001/83/EC of the European Parliament and of the Council of 6 November 2001 on the Community code relating to medicinal products for human use should rely on the recommendations of the Pharmacovigilance Risk Assessment Committee with regard to any question relating to the pharmacovigilance of medicinal products for human use.

In view of the risks of carcinogens, mutagens and substances toxic to reproduction, the Commission will request the Committee for Medicinal Products for Human Use of the European Medicines Agency to draw up an opinion on the use of these categories of substances as excipients of medicinal products for human use, on the basis of Articles 5(3) and 57(1)(p) of Regulation (EC) No 726/2004 of 31 March 2004 laying down Community procedures for the authorisation and supervision of medicinal products for human and veterinary use and establishing a European Medicines Agency.

16 (1) Despite sections 3 and 4, in the case of human reproductive material obtained before the coming into force of these Regulations, a person may make use of the human reproductive material to create an embryo for a purpose mentioned in any of paragraphs 4(1)(b) to (e) if the person has the written consent of the persons whose human reproductive material was used to create the embryo, dated before the coming into force of these Regulations, stating that the human reproductive material may be used for that purpose.

Where a Member State has scientifically justifiable grounds for believing it is essential to use non-human primates for the purposes referred to in Article 8(1)(a)(i) with regard to human beings, but where the use is not undertaken with a view to the avoidance, prevention, diagnosis or treatment of debilitating or potentially life-threatening clinical conditions, it may adopt a provisional measure allowing such use, provided the purpose cannot be achieved by the use of species other than non-human primates.

When I met her, I gave her the following mandate: to give an overview of the narcotic drug consumption situation in Canada, particularly among young people, the disadvantaged and the aboriginal people, and of the economic and social cost relating to it; to explain how legislation on legal and illegal drugs works in Canada; to present the terms of international conventions that Canada must follow in its own drug control policies and to ascertain if Canada directly met these terms when it amended its legislation by passing, in 1996, Bill C-8 on the use of marijuana, methadone and heroin for therapeutic uses; to study the link between drug use and respect for human rights as defined in the Canadian Charter of Rights and Freedoms and the Universal Declaration of Human Rights, particularly with respect to the use of narcotic drugs such as marijuana, methadone and heroin for medical purposes; to present the experiments conducted in other countries like the United Kingdom, the Netherlands, Switzerland, France, the United States, Germany and Australia, to fight drug use in their communities and develop harm reduction policies; to examine drug use in Canadian penitentiaries and verify whether prisoners have access to treatment and syringe exchange programs, in conformity with their fundamental rights; to explain thoroughly the workings of the strategy for reducing wrongdoings and list the options that Canadians have available to them to reduce the negative impact of drug use in society; and finally, to develop alternatives to improve the current drug use control system in Canada.
Quand je l'ai rencontrée, je lui ai confié le mandat suivant: dresser le portrait actuel de la consommation des stupéfiants au Canada (notamment parmi les jeunes, les personnes défavorisées et les autochtones) et des coûts économiques et sociaux afférents; expliquer le fonctionnement de la législation relative à l'usage des drogues licites et illicites au Canada; présenter les dispositions des conventions internationales que le Canada doit respecter dans ses propres politiques de contrôle des stupéfiants et vérifier si le Canada répondait directement aux dispositions de ces conventions quand il a modifié sa législation par l'adoption du projet de loi C-8 en 1996, concernant notamment l'usage du cannabis, de la méthadone et de l'héroïne à des fins thérapeutiques; étudier la relation entre l'utilisation des stupéfiants et le respect des droits de la personne tel qu'énoncés dans la Charte canadienne des droits et libertés et la Déclaration universelle des droits de l'homme, particulièrement en ce qui concerne l'utilisation des stupéfiants - marijuana, méthadone, héroïne - à des fins médicales; présenter les expériences menées dans d'autres pays comme le Royaume-Uni, les Pays-Bas, la Suisse, la France, les États-Unis, l'Allemagne et l'Australie pour combattre l'utilisation de la drogue dans leurs sociétés respectives et pour développer des politiques de réduction des méfaits; faire le point sur la consommation des stupéfiants dans les établissements pénitentiaires canadiens et vérifier si les détenus ont accès aux programmes de traitement et d'échange de seringues, en conformité avec leurs droits fondamentaux; expliquer en profondeur le fonctionnement de la stratégie de réduction des méfaits et énumérer les options qui s'offrent aux Canadiens pour réduire les conséquences néfastes de la consommation des stupéfiants dans la société; enfin, élaborer des solutions de rechange pour améliorer l'actuel système de contrôle de l'utilisation des stupéfiants au Canada.
