It is now urgent that the political forces in Albania re-establish and maintain a level of political dialogue that would allow the proper functioning of key democratic institutions, notably the parliament, and progress on the EU integration path.

Expresses its concern about the revelations concerning the flagrant breach of the right to private life and protection of personal data committed in the secret programmes of mass surveillance of European citizens, without case-by-case judicial authorisation and without appropriate parliamentary control, established by European and non-European states; condemns such practices and urges these states to end such infringements without delay; calls for full details of these programmes and possible international involvement in them to be disclosed, and for the programmes to be reviewed immediately; stresses that the EU and its Member States should take firm action against states which violate the fundamental right to privacy by spying on the communications of EU citizens and institutional, political and economic representatives and actors in Europe; is concerned at the fact that intelligence services have escaped democratic, parliamentary and judicial control, conducting secret programmes and operations without political approval; calls, consequently, for an urgent revision of mechanisms for the judicial and parliamentary oversight of secret services so as to ensure that intelligence services are anchored in democracy, the rule of law and fundamental rights, as required by Article 2 TEU; condemns the secret involvement of private undertakings in mass surveillance activities; stresses that the EU should react more forcefully and that it should call for measures to be taken at international level to ensure that European privacy and data protection rules are enforced and upheld, and should promote technologies that guarantee the confidentiality of communications in Europe;
27. s'inquiète des révélations relatives à la violation flagrante du droit à la vie privée et à la protection des données personnelles opérée par les programmes secrets de surveillance massive des citoyens européens, sans autorisation judiciaire au cas par cas et sans contrôle parlementaire approprié, mis en place par des États européens et non européens; condamne ces pratiques et exhorte ces pays à mettre un terme immédiat à ces activités illicites; demande de faire la pleine lumière sur le contenu de ces programmes et sur l'éventuelle collaboration internationale dans ce contexte et réclame leur refonte immédiate; insiste pour que l'Union et ses États membres prennent des initiatives fortes envers ces États qui violent le droit fondamental à la vie privée en espionnant les communications des citoyens, des représentants et des acteurs institutionnels, politiques et économiques européens; s'inquiète du fait que des services de renseignement aient échappé à tout contrôle démocratique, parlementaire et judiciaire pour mener des programmes et des opérations dans le secret, sans le moindre mandat politique; demande par conséquent la révision urgente des mécanismes de supervision judiciaire et parlementaire des services secrets, afin d'ancrer le renseignement dans le cadre de la démocratie, de l'état de droit et des droits fondamentaux, comme l'exige l'article 2 du traité UE; condamne la collaboration secrète d'entreprises privées aux activités de surveillance massive; souligne que l'Union doit réagir plus vigoureusement, doit réclamer des mesures au niveau international afin de garantir que les règles européennes sur la vie privée et la protection des données soient respectées et doit promouvoir des technologies qui garantissent la confidentialité des communications en Europe;

A level playing field is also urgently required at institutional, political, assistance and economic level regarding our policy towards the South and the East.
