M. whereas the European Regional Development Fund (ERDF) regulation (Regulation (EU) No 1301/2013) reinforces the urban dimension of the European Structural and Investment Funds (ESIF) by allocating at least 5 % of its financial support to integrated actions for sustainable urban development through the delegation of management tasks to urban authorities, in particular giving them more responsibilities for tasks related at least to the selection of operations by creating tools such as integrated territorial investments (ITIs) and community-led local development (CLLD), by allocating a specific budget for ‘innovative actions’ in order to test new solutions in relation to sustainable urban development, and by establishing an urban development network;
M. considérant que le règlement relatif au Fonds européen de développement régional (FEDER) (règlement (UE) n° 1301/2013) renforce la dimension urbaine des Fonds structurels et d'investissement européens (Fonds ESI) en allouant au moins 5 % de ses moyens à des actions intégrées en faveur d'un développement urbain durable, en déléguant des tâches de gestion aux autorités urbaines, notamment en leur donnant plus de responsabilités pour les tâches liées, au minimum, à la sélection des activités, en créant des outils tels que les investissements territoriaux intégrés (ITI) et le développement local mené par les acteurs locaux (CLLD), en consacrant un budget spécifique aux "actions innovantes" afin de mettre à l'essai de nouvelles solutions en matière de développement urbain durable et en établissant un réseau de développement urbain;

5. The managing authority shall determine, in consultation with the urban authority, the scope of tasks, to be undertaken by urban authorities, concerning the management of integrated actions for sustainable urban development.

1. The Commission shall establish, in accordance with Article 58 of Regulation (EU) No 1303/2013 an urban development network to promote capacity-building, networking and exchange of experience at Union level between urban authorities responsible for implementing sustainable urban development strategies in accordance with Article 7(4) and (5) of this Regulation and authorities responsible for innovative actions in the area of sustainable urban development in accordance with Article 8 of this Regulation.

The scope of any delegation of tasks to urban authorities should be decided upon by the managing authority in consultation with the urban authority.

4. At least 5 % of the ERDF resources allocated at national level under the Investment for growth and jobs goal shall be allocated to integrated actions for sustainable urban development where cities, sub-regional or local bodies responsible for implementing sustainable urban strategies ("urban authorities") shall be responsible for tasks relating, at least, to the selection of operations in accordance with Article 123(6) of Regulation (EU) No 1303/2013, or, where appropriate, in accordance with Article 123(7) of that Regulation.
4. 2b. The managing authority shall decide, in consultation with the urban authority, the scope of tasks concerning the management of integrated actions for sustainable urban development which urban authorities shall undertake.

13. Recognises the difficulty for urban authorities in reconciling the domains of the European Social Fund (ESF) funding whilst pursuing economic and social development and ERDF funding whilst planning physical infrastructure investments; believes that the "one programme, one fund" principle should be reviewed and that local and regional authorities should make better use of the synergies of ERDF and ESF funding and reinforce integrated funding; in the long term, invites the Commission to study the possibility of merging the two funds, if this could ensure the simplification of procedures;
