€15 million under the PESCAO programme for the improvement of regional fisheries governance in Western Africa with the aim of developing a regional fishing policy, putting in place a regional coordination against illegal unregulated and unreported (IUU) fishing and improving fish stock management at regional level. €5.7 million in 2017 to support the work of the UN Food and Agriculture Organisation (FAO) and the General Fisheries Commission for the Mediterranean (GFCM) in improving the sustainability of fishing resources in the Mediterranean. Following a year of intense negotiations, the 36th session of the FAO Conference, held in Rome from 18 to 23 November 2009, approved the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing (hereinafter "the Agreement"), in accordance with Article XIV of the FAO Constitution, for submission to FAO Members.

For that reason, I voted in favour of subjecting the inclusion of the bluefin tuna in CITES Appendix I to the following conditions, as was finally approved: amendment of Council Regulation (EC) No 338/97 introducing a general derogation for domestic trade; financial support from the European Union for the vessel owners that are affected; and tightening of controls and penalties to combat illegal, unregulated fishing.

The proposed regulation that has given rise to this report tackles the much-needed reform of the existing control system and puts forward a series of recommendations to be added to existing ones following the adoption of the regulation on illegal, undeclared and unregulated fishing – ‘yo-yo’ fishing – or the regulation concerning the authorisation of fishing activity.

Considers that EMSA, FRONTEX, the Fisheries Agency and the Environment Agency have various instruments at their disposal which could usefully be combined to provide effective support to a European maritime policy; therefore urges the Commission not only to remove obstacles to cooperation between these agencies, but to formalise such cooperation in order to achieve the following: (1) safety at sea and the protection of the marine environment (including fisheries inspection), protection from terrorism, piracy and criminal acts at sea and illegal, unregulated and unreported (IUU) fishing; (2) coordinated fisheries inspections and equal enforcement throughout the EU with equal penalties and sanctions being applied in the courts of Member States (3) strict monitoring of compliance with designated shipping routes and prosecution for illegal discharges from ships; rapid, coordinated response in the event of an accident, deploying the necessary measures as soon as possible, including designating places of refuge and ports for emergency use and combating illegal immigration; reiterates its call, included in the final report of the Temporary Committee on improving safety at sea (MARE), for a European coastguard service to be set up and asks the Commission to come forward with the study on its feasibility as soon as possible;

The Council adopted the following conclusions on illegal, unreported and unregulated fishing:

contribute towards rational and sustainable exploitation of the surplus of coastal States’ marine resources, in particular by preventing the overfishing of stocks which are of interest for local people; in this context due account will be taken of the coastal State’s priorities in favour of its private national sector; improve scientific and technical knowledge of the fisheries in question, taking into account the existing and necessary work in the field carried out at the appropriate regional level and taking into consideration the likely impact of fishing on the environment; contribute towards combating illegal, unregulated and unreported fishing, in particular by stepping up in a non-discriminatory fashion the management, control and follow-up measures for fishing operations; contribute towards strategies for the sustainable management of fisheries as defined by the coastal State, in particular by taking account of the development programmes elaborated at national and/or regional level with Community assistance in accordance with cooperation or association agreements; facilitate the integration of developing coastal States into the global economy, inter alia by promoting fair conditions of employment between the employees of the sector and by encouraging the creation of an environment that is favourable to private investment and to the development of a dynamic, viable and competitive private sector, notably by a framework supporting European investments and the transfer of technology and vessels; foster better global governance of fisheries at financial and political level, in particular by strengthening the capacity building of coastal States and by the fight against corruption.

A Commission meeting with the Moroccan side in Brussels on 13 October 1994 had broken the deadlock with a compromise agreement providing for the opening of negotiations at the earliest opportunity, with a view to conclusion of a new Agreement to apply from 1 May 1995. ooo Under "Other business" the Council: - took note of the concerns voiced by Commissioner Paleokgrassas on the subject of unregulated fishing in the Barents Sea and of the Commission's démarches to the Iceland authorities in order to clarify the positions of the parties concerned; - heard a number of statements on the question of drift nets, following which the President said he hoped that progress would be made on the matter.
