More efficient implementation of the mid-term review – In order to prevent delays in the mid‑term review, the Commission will draw up simpler guidelines for the competent authorities so that they do not need to conduct fresh negotiations if adjustments are made to the assistance given. With that in mind, the Commission will also extend the scope of the flexibility clause, which currently involves only changes to assistance, so that the formal approval of changes under the Community support framework or the Single Programming Document may be speeded up.
