IN-CONTEXT TRANSLATIONS

On 15 June 2010, the Commission adopted a Proposal for a Council Decision on the conclusion of the Agreement between the European Union and the United States of America on the processing and transfer of Financial Messaging Data from the European Union to the United States for purposes of the Terrorist Finance Tracking Program (TFTP) (hereinafter ‘the proposal’).

2. The European Union and the United States shall consult regarding the United States’ proposed contribution, including on the possible contribution to the operational budget of the operation, and, if they agree to proceed with the participation, such participation shall be carried out in accordance with the provisions of this Agreement and any related implementing arrangement(s) entered into by the Parties.

Urges the United States to do its utmost to wrap up work on its domestic climate legislation by the December 2009 UN conference in Copenhagen; also invites the United States to persist in its efforts to establish a carbon trading system that in the future could be linked with the EU Emissions Trading Scheme (EU ETS), since both the environment and industry generally will be best served if the emerging carbon market mechanisms throughout the world are compatible and interoperable; welcomes, therefore, the provision in the EU ETS draft proposals to allow linking up to other mandatory cap-and-trade systems, including sub-national systems; in this context, is encouraged by the emergence of regional carbon trade systems within the United States;

Welcomes the progress on the financial markets regulatory dialogue and the new initiatives regarding economic cooperation between Europe and the United States proposed during the previous EU-US summit, such as identifying the four priority areas in the framework of the Transatlantic Business Dialogue - cooperation in the areas of: open trade and security; intellectual property rights and the fight against counterfeiting; capital markets and international accounting standards; and the Doha Development Round - as key elements of the agenda for enhancing the economic relationships between Europe and the United States;

(8) The verification mission carried out by the Commission in January/February 2000 revealed that despite some progress having been made, there are still serious problems as regards the implementation and the enforcement of the residue monitoring programme in place in the United States of America, and demonstrated that the programme does not entirely provide the guarantees concerning the protection of public health against risks from residues as required by the European Community; whereas the United States of America have agreed to take further action to rapidly remedy the deficiencies and have proposed on 8 February 2000 to contract out analytical work for the detection of certain substances to one or more approved laboratories capable of carrying out the required analyses and situated outside the United States of America; whereas a period of one month is considered as necessary for the United States of America to take the appropriate steps and make the relevant arrangements.
