IN-CONTEXT TRANSLATIONS

The questions to be looked at in depth include re-introducing the visa requirement for third-country nationals who are normally exempt, in order to combat a sudden mass influx, facilitating the visa procedure in specific situations to be determined, and taking account of international protection needs in legitimate measures to combat illegal immigration and trafficking in human beings, along the lines of the protocols to the United Nations Convention on transnational organised crime.

Under this programme, implemented by the United Nations Office on Drugs and Crime (UNODC), capacity-building as well as light equipment, such as IT and forensic tools, will be provided to actors dealing with law enforcement and criminal justice.

1. The International Criminal Court (hereinafter the ‘ICC’), for the purpose of preventing and curbing the commission of the serious crimes falling within its jurisdiction, is an essential means of promoting respect for international humanitarian law and human rights, thus contributing to freedom, security, justice and the rule of law as well as contributing to the preservation of peace, the prevention of conflicts and the strengthening of international security, in accordance with the purposes and principles of the Charter of the United Nations.

La Cour pénale internationale (ci-après dénommée «CPI») constitue, aux fins de prévenir et de limiter la commission des crimes graves relevant de sa compétence, un moyen essentiel pour promouvoir le respect du droit humanitaire international et des droits de l'homme, contribuant ainsi à la liberté, à la sécurité, à la justice et à l'État de droit, ainsi qu'au maintien de la paix, à la prévention des conflits et au renforcement de la sécurité internationale, conformément aux buts et principes de la charte des Nations unies.

15. Calls on the High Representative of the Union for Foreign Affairs and Security Policy and the Member States to work towards a strong EU common position on the follow-up to the Fact-Finding Mission report on the conflict in Gaza and Southern Israel, publicly demanding the implementation of its recommendations and accountability for all violations of international law, including alleged war crimes, and urging both sides to conduct investigations that meet international standards of independence, impartiality, transparency, promptness and effectiveness, in line with United Nations General Assembly Resolution A/64/L.11, and that all persons responsible for the alleged crimes be held accountable; takes the view that the investigations initiated so far have not delivered satisfactory results in this regard;

– having regard to the United Nations legal instruments in the sphere of human rights and especially women’s rights, in particular the Convention on the Elimination of All Forms of Discrimination Against Women, and other United Nations instruments relating to violence against women, for example the Vienna Declaration and Programme of Action, adopted by the World Conference on Human Rights, and UN General Assembly resolutions 48/104, of 20 December 1993, on the elimination of violence against women, 58/147, of 19 February 2004, on the elimination of domestic violence against women, 57/179, of 30 January 2003, working towards the elimination of crimes against women committed in the name of honour, and 52/86, of 2 February 1998, on crime prevention and criminal justice measures to eliminate violence against women,

Looks to the EU actively to participate in reforming and further developing the UN; takes the view that, in the event of genocide, war crimes and crimes against humanity within the meaning of Articles 6, 7 and 8 of the Statute of the International Criminal Court, it must be possible for the United Nations to be authorised to intervene rapidly; considers in this connection that the possibility must be created of circumventing the veto of a permanent member of the Security Council should an independent body endowed with legitimacy under international law (for instance, the International Court of Justice or the International Criminal Court) establish that there is an imminent danger of the above-mentioned crimes being committed;
