The Air Transport Agreement between the European Community and its Member States, on the one hand, and the United States of America, on the other hand (‘the Air Transport Agreement’), signed by the United States of America and the Member States of the European Community and the European Community on 25 and 30 April 2007, as amended by the Protocol to amend the Air Transport Agreement between the United States of America and the European Community and its Member States, signed on 25 and 30 April 2007 (‘the Protocol’), signed by the United States of America, the Member States of the European Union and the European Union on 24 June 2010, explicitly provides for the accession of third countries to the Air Transport Agreement.

(14) Whereas in accordance with the conclusions reached by the European Council at its meeting held in Madrid, new tradeable public debt will be issued in the euro unit by the participating Member States as from 1 January 1999; whereas it is desirable to allow issuers of debt to redenominate outstanding debt in the euro unit; whereas the provisions on redenomination should be such that they can also be applied in the jurisdictions of third countries; whereas issuers should be enabled to redenominate outstanding debt if the debt is denominated in a national currency unit of a Member State which has redenominated part or all of the outstanding debt of its general government; whereas these provisions do not address the introduction of additional measures to amend the terms of outstanding debt to alter, among other things, the nominal amount of outstanding debt, these being matters subject to relevant national law; whereas it is desirable to allow Member States to take appropriate measures for changing the unit of account of the operating procedures of organised markets;
(14) considérant que, conformément aux conclusions du Conseil européen de Madrid, la nouvelle dette publique négociable est émise dans l'unité euro à partir du 1er janvier 1999 par les États membres participants; qu'il est souhaitable de permettre aux émetteurs des dettes de relibeller dans l'unité euro l'encours de leurs dettes; que les dispositions en la matière devraient être telles qu'elles puissent également s'appliquer dans des cas relevant de la juridiction de pays tiers; que les émetteurs devraient avoir la possibilité de relibeller l'encours de leurs dettes si celles-ci sont libellées dans l'unité monétaire nationale d'un État membre qui a relibellé tout ou partie de l'encours des dettes de ses administrations publiques; que les dispositions en question ne traitent pas de l'introduction de mesures supplémentaires visant à changer les conditions dont sont assorties les dettes en cours, dans le sens d'une modification, notamment, du montant nominal de l'encours, ces questions relevant de la législation nationale applicable; qu'il est souhaitable de permettre aux États membres de prendre les mesures appropriées pour modifier l'unité de compte des procédures opératoires des marchés organisés;

Whereas the application of these common rules is a sufficient guarantee to permit collective investment undertakings situated in Member States, subject to the applicable provisions relating to capital movements, to market their units in other Member States without those Member States' being able to subject those undertakings or their units to any provision whatsoever other than provisions which, in those states, do not fall within the field covered by this Directive; whereas, nevertheless, if a collective investment undertaking situated in one Member State markets its units in a different Member State it must take all necessary steps to ensure that unit-holders in that other Member State can exercise their financial rights there with ease and are provided with the necessary information,
