IN-CONTEXT TRANSLATIONS

The aim shall be to facilitate and support actions linked to: (1) the preparation, implementation and operation of the ESFRI and other world-class research infrastructures, including the development of regional partner facilities, when a strong added value for Union intervention exists; (2) the integration of and transnational access to national and regional research infrastructures of European interest, so that European scientists can use them, irrespective of their location, to conduct top-level research; (3) the development, deployment and operation of e-infrastructures to ensure world-leading capability in networking, computing and scientific data.
L'objectif consiste à faciliter et à soutenir les actions liées aux éléments suivants: 1) la préparation, la mise en œuvre et l'exploitation des infrastructures de recherche recensées par l'ESFRI et des autres infrastructures de recherche d'envergure mondiale, et notamment le développement d'infrastructures partenaires régionales, lorsque l'intervention de l'Union apporte une forte valeur ajoutée; 2) l'intégration des infrastructures de recherche nationales et régionales d'intérêt européen et l'accès transnational à ces infrastructures, de manière à ce que les scientifiques européens puissent les utiliser indépendamment de leur localisation pour effectuer des recherches de haut niveau; 3) le développement, le déploiement et l'exploitation des infrastructures en ligne pour garantir une capacité de premier plan au niveau mondial en matière de mise en réseau, d'informatique et de données scientifiques.

Recalls that in the circumstances of any such crisis, due care has to be attributed to the soundness and operational effectiveness of the national governance framework for managing disaster risk reduction as a pre-condition for the success of the Union intervention; recalls that the assessment of any national governance framework should take into account inter alia the existing accountability frameworks for outcomes, the existing definition and decision of responsibilities at central and local levels, a clear chain of commands and controls, information channels among various actors/donors alongside with feedback mechanisms on projects;
227. rappelle qu'il importe, dans des situations de crise semblables, de prêter une attention particulière à la solidité et à l'efficacité opérationnelle du cadre national de gouvernance pour la gestion de la réduction des risques de catastrophe, condition préalable à la réussite de l'intervention de l'Union; rappelle également que l'évaluation de tout cadre national de gouvernance devrait prendre en compte, entre autres facteurs, les cadres de responsabilité existants concernant les résultats, la définition et la répartition existantes des responsabilités au niveau central et local, la présence d'une chaîne de commandement et de contrôle clairement définie, les canaux d'information mis en place entre les différents acteurs et donateurs, ainsi que les mécanismes de retour d'expérience concernant les projets;

With a view to enhancing the economic and social cohesion of the Union, it is necessary to support limited interventions for the renovation of existing buildings serving housing purposes in Member States that acceded to the European Union on or after 1 May 2004.
En vue de renforcer la cohésion économique et sociale de l’Union, il est nécessaire de soutenir des interventions limitées pour la rénovation de bâtiments existants destinés au logement dans les États membres qui ont adhéré à l’Union européenne le 1er mai 2004 ou après cette date.

Nowadays, the European Union is confronted too often with such natural disasters to make do with its existing policies, and I believe that it should strengthen three areas of intervention in order to better protect its citizens: prevention, which is addressed in the 2009 White Paper on adapting to climate change, for which I was rapporteur for the opinion and which specifically emphasises the vulnerability of coastal and mountain areas; rapid intervention, by finally creating this European civil protection force, about which we have done nothing but talk and which only needs a proposal to become a reality; and repair, by permitting the emergency mobilisation of the Structural Funds – if necessary outside the regional framework of the planned areas of intervention – and of the Solidarity Fund, the regulation of which must be amended so as to speed up and simplify its mobilisation.
L’Union européenne est à présent trop régulièrement confrontée à de telles catastrophes naturelles pour se contenter de ses politiques actuelles et je considère qu’elle devrait renforcer 3 axes d’intervention pour mieux protéger ses citoyens: – la prévention, abordée dans le Livre blanc sur l’adaptation au changement climatique de 2009, dont j’ai été rapporteur pour avis, et qui insiste notamment sur la vulnérabilité des zones côtières et de montagnes; – l’intervention rapide, en créant enfin cette force européenne de protection civile dont on n’a que trop parlé et qui n’attend qu’une proposition pour devenir réalité; – la réparation, en permettant la mobilisation d’urgence des Fonds structurels, et si nécessaire en-dehors du cadre régional des axes d’intervention programmés, et du Fonds de solidarité dont le règlement doit être modifié pour accélérer et simplifier sa mobilisation.

The effectiveness and promptness of interventions will always depend on the degree of preparedness, coordination, linkage and the existence of uniform methods in the modus operandi of the intervention units, which is why I propose, firstly, the possibility of joint training and exercises, and secondly, that the training and exercises be funded from the budget of the European Union, pursuant to Articles 30, 32 and 34 of the Treaty on European Union.
L'efficacité et la rapidité des interventions dépendront toujours du niveau de préparation, de coordination, de relation et de l'existence de méthodes uniformes dans le modus operandi des unités d'intervention, et c'est pourquoi je propose d'abord la possibilité d'une formation et d'exercices communs, et ensuite, que la formation et les exercices soient financés par le budget de l'Union européenne, au titre des articles 30, 32 et 34 du traité sur l'Union européenne.
