(8b) The European Parliament considers that the current system of Union financing, whereby some 74% of revenues stem from GNI-based contributions and 11% from the existing, statistical VAT-based contributions, has only reinforced the logic of ‘fair return’ that has prevailed in every debate in the Council, both on the revenue and the expenditure side of the Union budget and has led to the introduction of complex and opaque rebates and other correction mechanisms, and it contributes to the recurrent problem of shortage of payments in the annual budgetary procedure.

annul the Commission Implementing Decision of 12 December 2013 on excluding from European Union financing certain expenditure incurred by the Member States under the Guarantee Section of the European Agricultural Guidance and Guarantee Fund (EAGGF), under the European Agricultural Guarantee Fund (EAGF) and under the European Agricultural Fund for Rural Development (EAFRD), notified under document C(2013) 8743 and published OJ 2013 L 338 to the extent of the sections of it whereby there is excluded, from European Union financing, expenditure (a) to a total amount of EUR 78 813 783,87 , which was incurred by the Hellenic Republic in the area of the single payment scheme for the financial years 2008-2010 and (b) to a total amount of EUR 22 230 822,10 which was incurred by the Hellenic Republic in the area of cross compliance for the financial years 2006-2010;

Firmly believes that the financing of the Union budget should return to a genuine system of own resources, as provided for in the Treaty of Rome and all successive EU treaties; deeply regrets the fact that the current system, whereby the vast majority of the financing comes from national contributions, is non-transparent and unfair and is not subject to parliamentary control at either European or national level; stresses that such a system violates, in essence, the letter and spirit of the Treaty;
est clairement convaincu que le budget de l'Union devrait recommencer à être financé par un véritable système de ressources propres, comme le prévoient le traité de Rome et tous les traités européens qui ont suivi; regrette vivement que le système actuel, selon lequel l'essentiel des moyens de financement provient de contributions nationales, n'est ni transparent, ni équitable, pas plus qu'il n'est soumis au contrôle parlementaire au niveau européen ou national; souligne que ce type de système est en substance contraire à la lettre et à l'esprit du traité;

In such cases, costs eligible for financing shall not have been incurred prior to the date of submission of the grant application, except in duly justified exceptional cases as provided for in the basic act or in the event of extreme urgency for crisis management aid, civil protection operations and humanitarian aid operations, or in situations of imminent or immediate danger threatening to escalate into armed conflict or to destabilise a country, whereby an early engagement by the Union would be of major importance in promoting conflict prevention.

This decision provides for the conclusion of an agreement between the European Union (EU) and the United States of America, whereby the first makes available financial messaging data to the Treasury Department of the latter, with a view to preventing and combating terrorism and terrorist financing.

Given that drug trafficking generates considerable assets for criminals, which are then used to finance other criminal activities, the European Union suggests establishing a technique of "simultaneous investigation", whereby investigations are conducted at the same time into illicit drug trafficking and into the assets held by criminal organisations and those acquired during the investigations, the owners of those assets being identified.
