IN-CONTEXT TRANSLATIONS

The Commission’s Communication of 2004, “The European Union and Iraq: A Framework for Engagement”[1] and the letter signed by the Commissioner for External Relations and the High Representative, which accompanied it, set out a medium-term strategy for EU engagement with Iraq as a response to the new Iraqi Interim Government and the adoption of UN Security Council Resolution 1546.
La communication de la Commission de 2004 intitulée «L'Union européenne et l'Iraq: Un cadre pour l'engagement»[1] et la lettre qui l'accompagnait, signée par le commissaire chargé des relations extérieures et par le Haut Représentant, définissent une stratégie à moyen terme concernant l'engagement de l'UE auprès de l'Iraq, à la suite de la désignation du nouveau gouvernement intérimaire iraquien et de l'adoption de la résolution 1546 du Conseil de sécurité de l'ONU.

The Commission's 2004 Communication entitled The European Union and Iraq: A Framework for Engagement and the accompanying letter signed by the Commissioner for External Relations and the High Representative for Common Foreign and Security Policy (CFSP) set out a medium-term strategy for EU engagement with Iraq as a response to the formation of the new Iraqi Interim Government and the adoption of UN Security Council Resolution 1546.
La communication de 2004 intitulée «L'Union européenne et l'Irak: Un cadre pour l'engagement» et la lettre qui l'accompagnait, signée par le commissaire chargé des relations extérieures et par le haut représentant pour la politique étrangère et de sécurité commune (PESC), définissaient une stratégie à moyen terme pour l'engagement de l'UE auprès de l'Irak à la suite de la désignation du gouvernement intérimaire et de l'adoption de la résolution 1546 du Conseil de sécurité des Nations unies.

J. whereas the EU needs to be more strategic in supporting Iraq in its progress towards becoming a democratic federal state; whereas the EU recognises that, in order for it to be able to provide effective assistance, there must be a solid partnership with the people of Iraq, an ongoing commitment on the part of the Government of Iraq to ensure security, reconciliation, a willingness to cooperate, efforts to achieve capacity- and democracy-building, and efforts to fight corruption and ensure transparency and effectiveness as fundamental preconditions for an increased role of the European Union in Iraq; whereas the key challenges of reconstruction lie on the institutional and social fronts, namely the capacity-building of institutions and administration, consolidation of the rule of law, law enforcement and respect for human rights,

9. This recommendation to the Council will follow the same basic approach of the EP’s resolution on the European Union and Iraq – A Framework for Engagement of 6 July 2005, namely that the EU’s role in Iraq has to be guided by the “need to move on from past events and to look towards the future” and by the “moral and political duty” of the “international community” to help the people of Iraq.
9. La présente recommandation adressée au Conseil suit la même approche de base que la résolution du Parlement européen "Union européenne et Irak – Un cadre pour l'engagement", du 6 juillet 2005, à savoir que, pour jouer son rôle en Irak, il faut que l'Union européenne se détache "(...) des événements passés pour se tourner vers l'avenir (...)" et que "(...) la communauté internationale a l'obligation morale et politique (...)" d'aider la population irakienne.

L. whereas the EU needs to adapt the use of its resources according to the specific internal, regional and humanitarian challenges that Iraq faces; whereas effectiveness, transparency and visibility are fundamental preconditions for an increased role of the European Union in Iraq,
L. considérant qu'il faut que l'Union européenne adapte l'utilisation de ses ressources en fonction des défis internes, régionaux et humanitaires spécifiques auxquels l'Irak est confronté, considérant que l'efficacité, la transparence et la visibilité sont les conditions essentielles d'un rôle accru de l'Union européenne en Irak,

21. Recalls its recommendation to the Council of 24 September 2003 on the situation in Iraq and its resolution of 6 July 2005 on "The European Union and Iraq – A Framework for Engagement" , which request that EC funds for reconstruction in Iraq be managed by the UN; criticises the Commission for accepting that a considerable share of the Community contribution be managed by the World Bank; notes that appropriations granted under the 2004 and 2005 budgets have only marginally been absorbed by the Bank and on this basis takes the view that no further funding will be required by the Bank during 2006; reminds the Commission that the World Bank relies on the Iraqi authorities for the implementation of its programmes; points out in this respect the weak administrative structure and repeated instances of corruption in Iraq; requests therefore that no further funding be channelled to the World Bank and that other European intermediaries be considered for the disbursement of these funds; calls on the Commission to carry out during 2006 an independent audit on the use of EC funds by the UN and the World Bank;
21. rappelle sa recommandation au Conseil du 24 septembre 2003 sur la situation en Irak et sa résolution du 6 juillet 2005 sur "l'Union européenne et l'Irak – un cadre pour l'engagement" , lesquelles demandent que les fonds communautaires pour la reconstruction de l'Irak soient gérés par les Nations unies; critique la Commission pour avoir accepté qu'une part considérable de la contribution communautaire soit gérée par la Banque mondiale; fait observer que les crédits accordés au titre des budgets 2004 et 2005 n'ont été que partiellement utilisés par la Banque mondiale et estime donc que celle-ci ne sollicitera aucun nouveau financement au cours de l'exercice 2006; rappelle à la Commission que la Banque mondiale compte sur les autorités irakiennes pour la mise en œuvre de ses programmes; souligne à cet égard l'insuffisance des structures administratives et le fait que des cas de corruption sont toujours relevés en Irak; demande par conséquent qu'aucun financement supplémentaire ne soit dirigé vers la Banque mondiale et que, pour le déboursement de ces fonds, d'autres intermédiaires européens soient pris en considération; demande à la Commission de réaliser en 2006 un audit indépendant de l'utilisation des fonds communautaires par les Nations unies et la Banque mondiale;
