This Communication focuses on European Union relations with low and middle-income developing countries in Africa, Asia, Latin America and Europe, with the exception of the European Union candidate countries.

The programme is open to European Union (EU) countries and, provided that they meet certain conditions, EFTA countries, candidate and potential candidate countries to EU membership, and countries that are part of the EU neighbourhood policy area (Algeria, Armenia, Azerbaijan, Belarus, Egypt, Georgia, Israel, Jordan, Lebanon, Libya,Moldova, Morocco, Palestine, Syria, Tunisia and Ukraine).

where the circumstances of the case relate to the findings of a Union investigation carried out under Council Regulation (EC) No 515/97 of 13 March 1997 on mutual assistance between the administrative authorities of the Member States and cooperation between the latter and the Commission to ensure the correct application of the law on customs and agricultural matters (17), or under any other Union legislation or any agreement concluded by the Union with countries or groups of countries in which provision is made for carrying out such Union investigations;
