The Programme will be complementary to existing resources for capacity building and technical assistance available within other Union financing programmes under the Multi-annual Financial Framework as well as with technical assistance and other actions financed by Union funds.

2. For the Union actions financed under this Decision, the notion of irregularity referred to in Article 1(2) of Regulation (EC, Euratom) No 2988/95 shall mean any infringement of a provision of Union law or any breach of a contractual obligation resulting from an act or omission by an economic operator which has, or would have, the effect of prejudicing the general budget of the Union by an unjustified item of expenditure.
2. Pour les actions de l'Union financées au titre de la présente décision, on entend par "irrégularité" au sens de l'article 1, paragraphe 2, du règlement (CE, Euratom) n° 2988/95 toute violation d'une disposition du droit de l'Union ou toute inexécution d'une obligation contractuelle résultant d'un acte ou d'une omission d'un opérateur économique qui a ou aurait pour effet de porter préjudice, par une dépense indue, au budget général de l'Union.

The work programme shall specify the objectives pursued, the expected results, the actions to be financed, the timetable for the implementation of these actions, the method of implementation, the maximum rate of Union co-financing, and the specific conditions applicable to Union grants under the SST support programme.
Le programme de travail précise les objectifs poursuivis, les résultats escomptés, les actions à financer et leur calendrier d'exécution, les modalités de mise en œuvre, le taux maximal de cofinancement de l'Union et les conditions spécifiques applicables aux subventions de l'Union octroyées au titre du programme de soutien à la SST.

(22) To ensure the consistency of the Union's response to the integration of third-country nationals, actions financed under the Fund should be specific and complementary to actions financed under the European Social Fund.

BASIC CONDITIONS FOR THE IMPLEMENTATION OF THE PROGRAMME : The 1996 TACIS Democracy Programme consists of three complementary instruments for the selection of activities : - actions initiated and co-financed by NGO's - ad-hoc support/actions taken at the initiative of the European Commission - micro-projects/actions supported and managed by the Delegations of the European Union in the NIS and Mongolia FINANCIAL BREAKDOWN ECU million - ad-hoc support/actions taken at the initiative of the European Commission 3.5 - activities co-financed by NGO's 6.0 - micro-projects scheme management 0.5 - technical support, information, publicity 1.0 Total 11.0 In the framework of the 1993 and 1994 TACIS Democracy Programmes, 85 contracts with NGO's have been signed for a total amount of ECU 8 million.
