(EN)The Directive 1999/70/EC of 28 June 1999 concerning the framework agreement on fixed-term work concluded by the European Trade Union Confederation (ETUC), the Union of Industrial and Employers’ Confederations of Europe (UNICE) and the European Centre of Enterprises with Public Participation (CEEP) obliges the Member States to introduce rules in order to implement the principle of non-discrimination between fixed-term workers and comparable permanent workers as regards employment conditions and periods of service qualifications.
La directive 1999/70/CE du 28 juin 1999 concernant l’accord-cadre sur le travail à durée déterminée, conclu par la Confédération européenne des syndicats (CES), l’Union des confédérations de l’industrie et des employeurs d’Europe (UNICE) et le Centre européen des entreprises à participation publique (CEEP) , oblige les États membres à mettre en place des règles destinées à mettre en œuvre le principe de non-discrimination entre les travailleurs à durée déterminée et les travailleurs à durée indéterminée comparables en ce qui concerne les conditions d’emploi et les critères de périodes d’ancienneté.

The rapporteur is also seeking to use this regulation to establish a connection with the Directive on the involvement of employees and expresses concern at the situation of SMEs. Nonetheless, the aim of the regulation is to serve the huge multinationals and the interests of UNICE [Union of Industrial and Employers' Confederations of Europe]. Consequently, the proposal on the participation of workers itself is inadequate.

In its position paper "Releasing Europe's employment potential: Companies' views on European Social Policy beyond 2000" UNICE (Union of Industrial and Employers' Confederations of Europe) has stressed that European companies see themselves as an integral part of society, as they act in a socially responsible way; consider profits to be the main goal of the company but not its only "raison d'être", and opt for long-term thinking on strategic decisions and investment.
