Funds will also be made available to finance a UNHCR-run project for protection activities in all the southern and eastern Mediterranean countries – Morocco, Algeria, Tunisia, Libya, Jordan, Syria and Lebanon.

Any financial resources made available by the Support Office to the UNHCR in accordance with this Regulation should not result in double financing of the UNHCR's activities with other international or national sources.

Calls on the EU to demonstrate in a visible and consistent way its readiness to assist third countries in the regions of origin to enhance their protection capacities in accordance with to the UNHCR Convention Plus initiative and other recommendations and to exclude the possibility of the financing of holding camps or any other centre limiting the personal freedom of asylum seekers;

In parallel, many programmes to build up asylum systems in third countries and to ensure their proper functioning, in line with the UNHCR standards have already been financed, in particular in the Balkans and Eastern Europe regions.
