(4) Decision 1/CP.15 of the Conference of the Parties to the UNFCCC ('Decision 1/CP.15' or the 'Copenhagen Accord') and Decision 1/CP.16 of the Conference of the Parties to the UNFCCC ('Decision 1/CP.16' or the 'Cancun Agreements') contributed significantly to progress in addressing the challenges raised by climate change in a balanced manner.

Endorses the efforts of the European Commission to secure an internationally binding agreement on greenhouse gas emission reduction and calls on the EU to speak with one resolute voice in the UNFCCC COP16 in Cancún in accordance with the spirit and context of the Lisbon Treaty, resuming a leading role in international climate change negotiations;
appuie les efforts de la Commission européenne afin d'obtenir un accord international juridiquement contraignant sur la réduction des gaz à effet de serre et exhorte l'UE à parler avec résolution d'une seule voix lors de la 16e conférence des parties de la CCNUCC à Cancún, dans le respect de la lettre et de l'esprit du traité de Lisbonne, et à reprendre ainsi un rôle prépondérant dans les négociations internationales sur le changement climatique;
