In becoming parties to the Covenant, States undertake, in accordance with article 3, to ensure the equal right of men and women to the enjoyment of all civil and political rights set forth in the Covenant, and in accordance with article 5, nothing in the Covenant may be interpreted as implying for any State, group or person any right to engage in any activity or perform any act aimed at the destruction of any of the rights provided for in article 3, or at limitations not covered by the Covenant.
En devenant parties à la convention, les États signataires, conformément à l'article 3, s'engagent à assurer l'égalité des droits entre les hommes et les femmes et la jouissance de tous les droits civils et politiques établis dans la convention, et en conformité de l'article 5, aucune disposition de la convention ne pouvant être interprétée comme une possibilité pour un État, un groupe ou une personne de se donner le droit de se livrer à une activité ou d'exécuter une action visant l'élimination des droits stipulés dans l'article 3, ou à imposer des limites non prévues par la convention.
