Definition: This category includes certain disorders of behaviour that are not classifiable under other categories. They are characterized by repeated acts that have no clear rational motivation, cannot be controlled, and generally harm the patient's own interests and those of other people. The patient reports that the behaviour is associated with impulses to action. The cause of these disorders is not understood and they are grouped together because of broad descriptive similarities, not because they are known to share any other important features.

We, the Committee on Development and Cooperation, have understood the Commission’s message, the request to assist the ECIP project – which, I repeat, has contributed, along with other projects, to the creation and growth of thousands of small and medium-sized enterprises in Third World countries and has, in effect, raised the profile of the Union and enabled it to penetrate a new sector, which is therefore important to the Commission – and we have therefore decided not to go along with the more restrictive opinions of the other Committees or to make amendments to the Commission’s principal request to be granted two years to bring this major economic cooperation instrument to the best possible conclusion and to honour the agreements, signed before 31 December 1999.

Unfortunately, however, this proposal – the Portuguese initiative – will create a number of problems because it does not really tie in with the other Schengen rules. Since, moreover, the situation is such that, in a very short time – in April, if I have understood correctly – the Commission is to come up with an initiative tackling all the problems surrounding the freedom to travel within the territory of the Member States, and since the Commission also shares my concern about the problems which the report will create, I very warmly recommend a vote in favour of my report and, thus, the rejection of the Portuguese initiative in favour of the later initiative to be produced by the Commission.
