On this last point, the JSB has concluded that issues regarding the independence of the supervisory competent authority in Ukraine have been satisfactorily addressed by the transfer of the tasks to the Ombudsman which enjoys full independence in accordance with the Ukrainian constitution.

The improvements achieved by the competent authorities in the period since the visit carried out in May 2009 and in particular of the increase in oversight activities on Ukrainian air carriers as well as the removal of a significant number of aircraft from the Ukrainian register (more than 800 aircraft out of 1 600 aircraft in 2008) are noted.
