The strategy which the Guadeloupe authorities proposed and negotiated with the Commission centres on two priorities: social cohesion and sustainable development. The objectives pursued take into account the archipelago's special characteristics such as its young population, remarkable but fragile environment; location as the most remote region in the Caribbean, and its culture and identity.
