Two intergovernmental conferences are planned under the French Presidency. We have already opened the chapter on the free movement of goods.

In accordance with the mandate adopted by the intergovernmental conference of the member states of the European Patent Organisation in Paris on 24 and 25 June 1999, two working parties were set up to carry out the preparatory work for a reform of the patent system in Europe, particularly with a view to reducing the cost and lead time involved in the granting of a patent, and for the harmonisation of litigation relating to the Community patent.

The various questions raised, which are all on the subject of the role of the regional bodies in the process of preparing for the Intergovernmental Conference in 2004, are concerned with two types of problem. On the one hand, there are the detailed rules for implementing the preparatory phase which precedes the next Intergovernmental Conference, and on the other there is the issue of the role of the regional bodies in the construction of the Union.

I have something to say to the Members who want a gesture from you on the question of our two representatives at the Intergovernmental Conference. It is time that we realised that we cannot strengthen institutional dialogue through representatives, but that we have a duty to demand that the European Union is based on proper parliamentary mechanisms. There must be a dialogue between Parliament and the Council which is worthy of this name and is not solely composed of small victories in forcing insignificant points, or not such insignificant points, onto the agenda of an Intergovernmental Conference.

I should like to ask you from the bottom of my heart to do everything during the practical arrangements for the conference to ensure that the two representatives of the European Parliament have, as far as possible, equal rights at this conference and are given the necessary opportunities, including the necessary technical and working opportunities, to have a proper say at the Intergovernmental Conference.

It was the Rome European Council of 14 and 15 December 1990 which finally launched the two Intergovernmental Conferences.
