Without a doubt, the experience gained from the first programme, for which it was my honour to be the EP's rapporteur, has made an instrumental contribution to my proposal.

To conclude, a few observations regarding the two specific, additional problems that we are facing: as regards the statistical impact, on which much has already been said, I agree with the rapporteur’s proposals, but, regarding interventions in regions with structural territorial handicaps – islands and mountain regions – we should not forget that we are talking about structural handicaps. In this case, cohesion policies should have a definition and objective instruments that are permanent and ongoing, not one offs.
En guise de conclusion, permettez-moi quelques remarques sur deux problèmes supplémentaires spécifiques auxquels nous sommes confrontés: en ce qui concerne les effets "statistiques", dont il a déjà été beaucoup question ici, j’approuve les propositions du rapporteur. Quant aux interventions dans les régions souffrant de handicaps géographiques structurels - les îles et les régions montagneuses -, il ne faut pas oublier que nous parlons de handicaps structurels et que dans ce cas, les politiques de cohésion devraient avoir une définition et des instruments objectifs avec un caractère permanent et continu, et non pas exceptionnel.
