1. Stresses that the Commission should not be viewed as the twenty-sixth EU donor; instead, the comparative advantage of Community aid should be defined; reiterates the importance of the areas identified in the European Consensus on Development, such as the EU's global presence, the size of its development cooperation budget, the strengthening of policy coherence, the promotion of development best practice, the facilitation of coordination and harmonisation and the promotion of democracy and human rights etc; calls on the European Union clearly to state its position on this matter;
45. souligne qu'il ne faut pas voir la Commission comme le vingt-sixième donneur de l'Union européenne mais en revanche définir l'avantage comparatif de l'aide communautaire; rappelle l'importance des secteurs définis dans le consensus européen pour le développement, comme la présence globale de l'Union, le volume de son budget de la coopération au développement, le renforcement de la cohésion politique, la promotion des bonnes pratiques en matière de développement, la simplification des procédures de coordination et l'harmonisation et la promotion de la démocratie et des droits de l'homme etc.; demande à l'Union européenne de se positionner clairement sur cette question;

While Harvard University came in number one in the world, followed by Oxford, Cambridge and Yale in second place, I am pleased to report that, in addition to McGill in twelfth place, 10 other Canadian universities made the top-200 grade: University of British Columbia, thirty-third; University of Toronto, forty-fifth; Queens University, eighty-eighth; University of Alberta, ninety-seventh; McMaster University and Université de Montréal', one-hundred-and-eighth; University of Waterloo, one-hundred-and-twelfth; Western University, one-hundred-and-twenty-sixth; Simon Fraser University, one-hundred-and-thirty-ninth and the University of Calgary, one-hundred-and-sixty-sixth.
