Hosting organisations aspiring for certification shall provide an objective and truthful self-assessment in accordance with the requirements referred to in point 1 of Annex III, assessing their existing policies and practices against the requirements of the standards and procedures regarding candidate volunteers and EU Aid Volunteers set out in this Regulation and in the Commission Delegated Regulation to be adopted on the basis of Article 9(2) of Regulation (EU) No 375/2014.

Les organisations d'accueil qui briguent une certification fournissent une auto-évaluation objective et exacte conformément aux exigences visées à l'annexe III, point 1, dans laquelle elles évaluent leurs politiques et pratiques existantes au regard des exigences des normes et procédures applicables aux candidats volontaires et aux volontaires de l'aide de l'Union européenne énoncées dans le présent règlement et dans le règlement délégué de la Commission à adopter sur la base de l'article 9, paragraphe 2, du règlement (UE) no 375/2014.

E. whereas, on 15 December 2015, the Government of Columbia and the FARC announced the conclusion of an agreement on the victims of the conflict called the Comprehensive System of Truth, Justice, Reparation and Non-Repetition, including the Special Jurisdiction for Peace, and the Commitment on Human Rights; and whereas this agreement established the Commission for the Clarification of the Truth, Coexistence and Non-Repetition and the Special Unit for the Search for People considered to have Disappeared in the context of and on account of the conflict, in addition to the unit for the investigation and dismantling of criminal organisations, including those that have been termed the successors of paramilitarism;
E. considérant que, le 15 décembre 2015, le gouvernement colombien et les FARC ont annoncé la conclusion d'un accord sur les victimes du conflit intitulé "système intégral de vérité, de justice, de réparation et de non-répétition", qui comprend la juridiction spéciale pour la paix et l'engagement sur les droits de l'homme; que cet accord crée la commission pour l'établissement de la vérité, la coexistence et la non-répétition, l'unité spéciale pour la recherche des personnes portées disparues dans le contexte et en raison du conflit ainsi que l'unité d'enquête et de démantèlement des organisations criminelles, y compris les organisations criminelles qui ont été signalées comme héritières des groupes paramilitaires;

L. whereas there are constant reports of systematic harassment of representatives of civil society in Belarus; whereas there have been more recent cases of arrests, including of figures such as the democratic opposition activists Alyaksandr Artsybashaw Paval Vinahradaw and Siarhei Kavalenka, as well as the detention of journalists Aliaksandr Barazenka, Siarhei Balai, Alina Radachynskaya and Ina Studzinskay and activists of the ‘Tell the Truth’ organisation Hanna Kurlovich, Mikhail Pashkevich, Aliaksandr Ulitsionak and Siarhei Vazniak;

If bulky manuals are needed in order to understand this Regulation, if a ‘helpdesk’ is needed to come to the daily rescue of those officials who are lost in the maze of its procedures and if businesses, institutes, organisations, small farmers and Europeans cannot take advantage of all of the subsidies or participate in all of the markets, then it is quite simply because the Financial Regulation is based on the fundamental philosophical principle running throughout European integration: the smoke and mirrors principle which, in 1905, the Italian financier Puviani called the financial illusions principle and which consists of using complexity to hide the truth – the European truth in this case.
