Definition: A disorder characterized by deliberate weight loss, induced and sustained by the patient. It occurs most commonly in adolescent girls and young women, but adolescent boys and young men may also be affected, as may children approaching puberty and older women up to the menopause. The disorder is associated with a specific psychopathology whereby a dread of fatness and flabbiness of body contour persists as an intrusive overvalued idea, and the patients impose a low weight threshold on themselves. There is usually undernutrition of varying severity with secondary endocrine and metabolic changes and disturbances of bodily function. The symptoms include restricted dietary choice, excessive exercise, induced vomiting and purgation, and use of appetite suppressants and diuretics.

Stresses the need to foster sustainable development and for social and environmental standards to be systematically taken into account when negotiating trade agreements and investment treaties, in order to pursue the goal of making trade a catalyst for development that allows partner countries sufficient policy space to ensure food security, and build local and regional markets; takes the view, in this context, that the implementation of the ‘national treatment’ principle in investment treaties, whereby foreign investors are accorded the same rights as domestic investors, will curb the LDCs’ ability to give preferential treatment to domestic investors, such as small or infant enterprises; calls on the Commission to formulate a coherent strategy on the extraction of raw materials; considers that such a strategy should ensure that the extractive process is environmentally and socially sustainable, by making compliance with international standards mandatory, and is economically sustainable by securing for the countries a fair level of revenue; points out that, if appropriate, this strategy could also make it possible to preserve commodities for later use;

Urges the Commission to associate Parliament closely in the ongoing negotiations; points out, therefore, the need to renegotiate the Interinstitutional Treaty in order to reflect the trade provisions of the Lisbon Treaty whereby European trade policy must be subject to more rigorous democratic scrutiny; intends, in the light of the Lisbon Treaty, to revise the Interinstitutional Agreement (IIA) in order to establish full participation by Parliament in the EU’s international trade negotiations, ensuring in particular:

2. Calls for a provision to be enshrined in the Treaties whereby the principle of subsidiarity does not simply govern relations between the European Union and the Member State governments but also other levels of governance and whereby better ways of enabling regional and local authorities are introduced to adapt their implementation of EU legislation and to take account of exceptional local circumstances and needs, while respecting the integrity of EU law and the coherence of EU policy; urges the Member States, therefore, with regard to their constitutional structure, to introduce and, where appropriate, strengthen the internal mechanisms which provide for participation by the regions and territorial authorities, in particular those endowed with legislative powers, in all aspects of the process of formation of state policy in the field of European affairs affairs of specific interest to them;

It nonetheless remains true that any act, whether it be contractual or unilateral, whereby a public entity entrusts the provision of an economic activity to a third party must be examined in the light of the rules and principles resulting from the Treaty, particularly as regards the principles of freedom of establishment and freedom to provide services (Articles 43 and 49 of the EC Treaty) [7], which encompass in particular the principles of transparency, equality of treatment, proportionality and mutual recognition.

Calls on the Commission in drawing up its forthcoming proposal on access to documents (Article 255, EC Treaty) to maximise freedom of information, thereby respecting Article 1 of the EU Treaty, whereby decisions should be taken 'as openly as possible'; also calls on the Council to end the practice of secrecy when acting in its legislative capacity; urges that priority also be given to agreeing other measures which promote citizens' freedoms, such as the rights referred to in the previous paragraph and the right to vote, including, under appropriate conditions, for legally resident third-country nationals, and also the right to be free of discrimination in accordance with Article 13 of the EC Treaty;
