I therefore draw the attention of the Council and of the Commission to the need to take initiatives: to draft a new international treaty on research and development in medicine, to include within the seventh European Union Research Framework Programme a specific reference to research and development for neglected diseases, which would be guaranteed funding, to ensure that the Doha Declaration on compulsory licences is not challenged by bilateral trade agreements, and, finally, to encourage the swift entry into force of the Community regulation, currently being debated by Parliament and the Council, enabling the generic medicines industry to produce treatments that will prevent health care disasters with tragic repercussions for a large part of our planet.
J’attire donc l’attention du Conseil et de la Commission sur la nécessité de prendre des initiatives: élaborer un nouveau traité international de recherche et de développement dans le domaine médical, inscrire au 7e programme-cadre de recherche de l’Union une référence spécifique à la recherche et au développement pour les maladies négligées qui seraient assurées d’un financement, veiller à ce que la déclaration de Doha en matière de licences obligatoires ne soit pas remise en cause par des accords commerciaux bilatéraux, et, enfin, favoriser une entrée en vigueur rapide du règlement communautaire, actuellement discuté entre le Parlement et le Conseil, de façon à permettre à l’industrie du médicament générique de produire des traitements qui éviteront des catastrophes sanitaires aux incidences dramatiques sur une grande partie de notre planète.

The European Council in Tampere urged that, in accordance with the Treaty, joint research groups be established without delay as a first step in the fight against the drugs trade, trade in human beings and terrorism.

The activities carried out under this heading will represent the major part of the research efforts deployed under this programme, intended to contribute to the general objective of the Treaty of strengthening the scientific and technical bases of Community industry and encouraging it to be more competitive at international level, while promoting all the research activities deemed necessary by other Chapters of the Treaty.
