His Excellency the Governor General in Council, on the recommendation of the Minister of Finance and the Secretary of State for External Affairs, pursuant to the Treaties of Peace (Italy, Romania, Hungary and Finland) Act, 1948, and Vote 57a of the Appropriation Act No. 5, 1963, is pleased hereby to make the annexed Regulations establishing the Treaty of Peace (Romania) Claims Fund and authorizing payments out of the Fund.
Sur avis conforme du ministre des Finances et du secrétaire d’État aux Affaires extérieures et en vertu de la Loi de 1948 sur les traités de paix (Italie, Roumanie, Hongrie et Finlande) et du crédit 57a de la Loi des subsides n 5 de 1963, il plaît à Son Excellence le Gouverneur général en conseil d’établir le Règlement établissant la Caisse des réclamations (Roumanie) prévues par le traité de paix et autorisant des paiements sur la Caisse, ci-après.

(2) In order to be eligible to receive an award in respect of a claim deriving from the terms of the Treaty of Peace with Romania, a claimant must have been a Canadian citizen on July 13, 1971 and he or his predecessor in title must have been a United Nations national from September 19, 1947 to July 13, 1971.
(2) Pour être admissible à l’indemnité à laquelle peut donner droit une réclamation dérivant des dispositions du Traité de paix avec la Roumanie, le réclamant doit avoir été un citoyen canadien le 13 juillet 1971, et lui-même ou son ayant droit antérieur doit avoir été un ressortissant des Nations Unies du 19 septembre 1947 jusqu’au 13 juillet 1971.

By signing the Accession Treaty, Bulgaria and Romania received a list of requirements and fulfilled them.

Although, according to the transitional arrangements in the Accession Treaty signed by Romania and Bulgaria, restricting the right to work is not an act of discrimination, now that so much time has elapsed since accession, it is not normal and moral for such restrictions to be retained in the area of freedom, security and justice.

Stresses once again that it will continue to follow closely the process which will lead to Bulgaria's and Romania's accession, and calls on the Commission to keep it regularly informed of the extent to which the Bulgarian and Romanian authorities honour the commitments made in the accession treaty; stresses that its approval of the accession treaties was given on condition that the Council and Commission fully involve Parliament in decision-making in the event of the safeguard clauses in the accession treaty being used in the context of Bulgaria's and Romania's accession;

Will continue to follow closely the process which will lead to Romania's accession in January 2007 and calls on the Commission to keep it regularly informed of the extent to which the Romanian authorities honour the commitments given in the accession treaty, particularly as regards the fight against corruption, the environment, the field of justice and home affairs and competition; stresses that it approves the accession treaty on condition that the Council and the Commission fully involve it in the decision-making in the event that the safeguard clauses contained in the accession treaty were to be used in the context of Romania's accession;
