As regards intelligent transport systems, TEN-T policy has helped in particular to prepare Galileo and the Single European Sky Air Traffic Management Research (SESAR) ( major European projects which, once operational, are expected to make the use of transport infrastructure far more efficient. In road, rail and air transport, as in Vessel Traffic Management and River Information Services, ITS projects have been developed in a flexible way, on the basis of characteristics set out in the TEN-T Guidelines. This conceptual approach makes it possible to incorporate technological developments, market needs and cooperation initiatives between partners from different Member States and, combined with the 50% funding possibility for project preparation, has had a significant impact on the development of cross-border projects which might not have existed otherwise. This kind of flexible approach to project development, based on pre-established objectives and criteria, should also be lend itself to achieving other transport policy objectives – the provision of efficient (both economically and environmentally), safe, secure and high quality transport services.
En ce qui concerne les systèmes de transport intelligents, la politique du RTE-T a contribué en particulier à préparer les projets Galileo et SESAR (programme de recherche sur la gestion du trafic aérien dans le ciel unique européen), initiatives européennes majeures qui devraient, lorsqu'elles seront opérationnelles, rendre l'utilisation des infrastructures de transport beaucoup plus efficace. En ce qui concerne le transport routier, ferroviaire et aérien, par exemple la gestion du trafic maritime (VTM) et les services d’information fluviale (SIF), des projets en matière de systèmes de transport intelligents ont été élaborés de façon flexible, sur la base des caractéristiques définies par les orientations relatives au RTE-T. Cette approche théorique permet d’incorporer les évolutions technologiques, les besoins du marché et les initiatives de coopération entre partenaires issus de différents États membres; alliée à la possibilité de contribution à hauteur de 50 % pour la préparation des projets, elle a eu une incidence notable sur le développement de projets transfrontaliers, qui sinon n’auraient peut-être pas existé. Les méthodes flexibles de mise en œuvre de projets de ce type, fondées sur des objectifs et critères préétablis, devraient aussi se prêter à la réalisation d'autres objectifs de la politique de transport, à savoir la fourniture de services de transport efficaces (du point de vue économique comme environnemental), sûrs, fiables et de grande qualité.

To guarantee full transparency and non-discrimination of access to the service facilities referred to in points 2(a), (b), (c), (d), (g) and (i) of Annex II, and the supply of services in these facilities where the operator of such a service facility is under direct or indirect control of a body or firm which is also active and holds a dominant position in national railway transport services markets for which the facility is used, the operators of these service facilities shall be organised in such a way that they are independent of this body or firm in organisational and decision-making terms.

Provided that those separation requirements are met, that no conflicts of interest arise and that the confidentiality of commercially sensitive information is guaranteed, infrastructure managers should have the possibility to outsource specific administrative tasks, such as the collection of charges, to entities other than those active in railway transport services markets.

The provisions of this Regulation shall, in the field of transport by rail, road and inland waterway, apply both to all agreements, decisions and concerted practices which have as their object or effect the fixing of transport rates and conditions, the limitation or control of the supply of transport, the sharing of transport markets, the application of technical improvements or technical cooperation, or the joint financing or acquisition of transport equipment or supplies where such operations are directly related to the provision of transport services and are necessary for the joint operation of services by a grouping within the meaning of Article 3 of road or inland waterway transport undertakings, and to the abuse of a dominant position on the transport market.
