To reach a balance in the budget allocation between transport and the environment in Spain over the period 1993-99, the Cohesion Fund sought to provide greater financial assistance to environmental projects so that over the period 1997-99 the breakdown would be 55% to environmental projects and 45% to transport projects (see list of projects in Annex III).

The priorities for programming in 2001 remain the same as in 2000: presenting high-quality projects to the Management Committee with the aim to reach the mid-point in the percentage range of the country allocation, achieving a balance between environmental projects and the transport sector, and between rail and road. The objective is also to expand activities to air pollution projects, and to co-operate with private-sector partners. This will, however, crucially depend on the capacity of beneficiary countries to present suitable projects to the Commission.
Les priorités concernant la programmation de 2001 restent les mêmes qu'en 2000 : il s'agit de présenter au comité de gestion des projets de qualité afin d'atteindre le pourcentage médian de la dotation nationale, arriver à un équilibre entre projets concernant l'environnement et concernant le secteur des transports, de même qu'entre le rail et la route. L'objectif est également de développer les activités en rapport avec des projets de lutte contre la pollution de l'air, et de coopérer avec les partenaires du secteur privé. En l'occurrence, la capacité des pays bénéficiaires à présenter à la Commission des projets valables sera déterminante.

In order to reach an appropriate balance to reflect the particular needs of the new Member States, it is envisaged also to support projects such as rail, maritime, inland waterways, and multimodal transport programmes outside the TEN-T, sustainable urban transport and environmentally important investments in the key fields of energy efficiency or renewable energies.
Afin de trouver un juste équilibre qui tienne compte des besoins particuliers des nouveaux États membres, il est également envisagé de soutenir des projets concernant le rail, les voies navigables et maritimes, les programmes multimodaux de transport en dehors du RTE-T, le transport urbain durable ainsi que les investissements importants pour l'environnement dans les secteurs clés de l'efficacité énergétique et des énergies renouvelables.

Agrees that one of the key drivers of European growth is the continued financial and practical commitment to European infrastructure projects; regrets that to date no agreement has been reached on the financial perspective and that this could adversely affect infrastructure projects; welcomes the development of the Trans-European Network and stresses the commitment to promote the use of rail freight in Europe; strongly supports, within this framework, the adoption and implementation of measures which facilitate intermodal freight transport, which is crucial to both investments and stakeholders, for the viable and sustainable development of transport policy;
5. reconnaît que l'un des principaux facteurs de la croissance européenne est la constance de l'engagement financier et pratique envers les projets infrastructurels européens; déplore que jusqu'à maintenant aucun accord n'ait été conclu sur les perspectives financières et que cela puisse nuire aux projets d'infrastructures; se félicite du développement des réseaux transeuropéens et rappelle l'engagement pris en vue de promouvoir le fret ferroviaire en Europe; apporte son entier soutien, dans ce contexte, à l'adoption et la mise en œuvre de mesures destinées à faciliter le transport de fret intermodal, ce qui est essentiel à la fois pour les investissements et les parties prenantes, pour le développement durable et viable de la politique des transports;

For other projects in the domain of transport, a maximum of 15% of the total eligible costs of the works; exceptionally, for projects linked to the deployment of interoperable systems, of safety and security, the rate may reach a maximum of 50%, adjusted in relation to the benefits to other Member States, of the total eligible costs of the works;
pour les autres projets dans le domaine des transports 15 % maximum du coût total éligible des travaux; à titre exceptionnel, pour les projets s'inscrivant dans le déploiement de systèmes d'interopérabilité, de sécurité et de sûreté, ce taux peut atteindre 50 % maximum du coût total éligible des travaux avec une modulation en fonction des bénéfices retirés par d'autres États membres;
