It covers the western Mediterranean Sea waters, which extend along the Northern Alboran Sea, the Gulf of Lion and the Tyrrhenian Sea, covering the Balearic archipelago and the islands of Corsica and Sardinia and concerns mainly France, Italy and Spain.

The new joint recommendation submitted by France, Italy and Spain for the Western Mediterranean proposes that the survivability exemption, provided for by Article 3 of Delegated Regulation (EU) 2017/86 be also applied to the fisheries of Norway Lobster (Nephrops norvegicus) caught with all bottom trawls in the Western Mediterranean Sea.

This Initiative for the Western Mediterranean follows up on Ministerial Declaration on the Blue Economy endorsed by the Union for Mediterranean on 17 November 2015, which invited the participating countries to explore the added value and the feasibility of appropriate maritime strategies at sub-regional level, and build on the experience of the 5+5 Dialogue.

Today the European Commission launches a new initiative for the sustainable development of the blue economy in the Western Mediterranean region.

28. Takes the view that coordination of these three macro-regional strategies – western Mediterranean, Adriatic-Ionian, and eastern Mediterranean – will enable the implementation of an overall policy for the whole Mediterranean basin that is in synergy with the priorities set out by regional and international organisations, and in particular those defined by the Union for the Mediterranean, and the implementation of best practices that can contribute towards achieving the EU Strategy objectives of smart and sustainable economic growth;

The consultations carried out whilst drafting this report lean towards retaining the option of three distinct macro-regions: one in the western Mediterranean, another in the central Mediterranean — also known as the Adriatic-Ionian macro-region — and the third in the eastern Mediterranean, with a structured mechanism for coordination between them.
Les concertations menées dans le cadre de la rédaction de ce rapport conduisent à retenir l'option de trois macro-régions distinctes: une en Méditerranée occidentale, l'autre en Méditerranée centrale, que l'on appelle aussi adriatico-ionienne, et la troisième en Méditerranée orientale, avec un dispositif structuré de coordination entre elles.

This high-level group, entitled ‘Extension of the major trans-European transport axes to the neighbouring countries and regions’, which is made up of representatives from the 24 third countries that border the Union, met for the first time on 18 and 19 October 2004 and is still carrying out its work, both in plenary and in regional groups divided into an eastern Mediterranean group and a western Mediterranean group.
Ce groupe à haut niveau («Extension of the major trans-european transport axes to the neighbouring countries and regions»), qui regroupe des représentants de 24 pays tiers voisins de l’Union, s’est réuni une première fois les 18-19 octobre 2004 et poursuit actuellement ses travaux, tant en session plénière qu’en groupes régionaux (dont un groupe Méditerranée orientale et un autre Méditerranée occidentale).

Thanks to this programme we will be able to finance, amongst other things, the first sea motorway projects, which are already under way with agreements between Italy, France and Spain in the western Mediterranean area, and other projects of this nature in the Atlantic area, together with other projects relating to the combination of inland waterways and rail transport and, finally, also of sea and road transport of course.
Grâce à ce programme, nous pourrons financer, entre autres choses, les premiers projets d’autoroutes de la mer, qui sont d’ores et déjà en marche dans le cadre d’accords entre l’Italie, la France et l’Espagne pour la Méditerranée occidentale, des projets du même genre dans la région atlantique ou encore d’autres projets combinant le transport fluvial et ferroviaire et, bien entendu, le transport maritime et routier.
