IN-CONTEXT TRANSLATIONS

A. whereas the 1992 war in the Transnistrian region of the Republic of Moldova led to the establishment of a separatist, illegitimate and authoritarian regime in the region; whereas the situation of frozen conflict persists, and human rights violations continue to be gross and widespread, including in the area of education and the operation of schools;
A. considérant que la guerre de 1992 dans la région de Transnistrie de la République de Moldavie a entraîné l'établissement d'un régime séparatiste, illégitime et autoritaire dans cette région; considérant que la situation de conflit gelé perdure, et que les violations des droits de l'homme continuent d'être flagrantes et largement répandues, y compris dans le domaine de l'enseignement et du fonctionnement des écoles;

K. whereas the OSCE Mission in Moldova has been monitoring the functioning of the Romanian-language schools since the 2004 crisis when the self-proclaimed authorities in Transnistria took action against eight schools in the region that are operated by the Moldovan central authorities and follow a Moldovan curriculum; whereas the OSCE mediates between the central and the Transnistrian education authorities to find solutions for outstanding issues and prevent the emergence of new crises; whereas the self-proclaimed authorities in Transnistria have been limiting the OSCE’s mission access to the region and have forbidden access to the head of mission as of 1 February 2014;
K. considérant que la mission de l'OSCE en Moldavie a observé le fonctionnement des écoles enseignant en roumain depuis la crise de 2004 lors de laquelle les autorités autoproclamées de Transnistrie s'en sont prises à huit écoles dans la région qui dépendent des autorités centrales de Moldavie et respectent un programme moldave; considérant que l'OSCE sert de médiateur entre les autorités centrales et moldaves chargées de l'éducation afin de trouver des solutions aux problèmes en suspens et de prévenir la survenue de nouvelles crises; considérant que les autorités autoproclamées de Transnistrie ont limité l'accès de la mission de l'OSCE à la région et en ont interdit l'accès au chef de mission depuis le 1 février 2014;

– having regard to its previous resolutions on the situation in the Republic of Moldova, particularly that of 15 September 2011 on the Association Agreement , and to its resolutions on the situation in the Transnistrian region,

On 27 September 2013, the Council adopted Decision 2013/477/CFSP (2), which extended, on the basis of a review of Decision 2010/573/CFSP, the restrictive measures against the leadership of the Transnistrian region of the Republic of Moldova until 30 September 2014.

(g) to redouble efforts to find a sustainable solution to the Transnistrian conflict and, to that end, to envisage a more robust and direct involvement in the political settlement of the Transnistrian conflict in accordance with the principle of the territorial integrity of the Republic of Moldova, as well as to adopt confidence-building measures, including the joint definition of rehabilitation programmes and promotion of people-to-people contacts, with a view to strengthening civil society and cultural exchanges, taking into account that there is no actual conflict on the ground in the Transnistrian region;
(g) redoubler d'efforts pour apporter une solution durable au conflit transnistrien et, à cette fin, envisager une participation plus forte et plus directe dans le règlement politique de ce conflit, dans le respect du principe d'intégrité territoriale de la République de Moldavie, ainsi qu'adopter des mesures de confiance, notamment la promotion des contacts entre personnes ainsi que des relations commerciales, en tenant compte du fait qu'il n'existe aucun conflit réel sur le terrain dans la région transnitrienne;
