For transnational cooperation, the Commission shall adopt a decision, by means of implementing acts, setting out the list of transnational areas to receive support, broken down by cooperation programme and covering NUTS level 2 regions, while ensuring the continuity of such cooperation in larger coherent areas based on previous programmes, taking account, where appropriate, of macro-regional and sea-basin strategies.
3. 7. Calls furthermore – with a view to ensuring the coherence and continuity of territorial cooperation measures and given the strategic nature of the projects in question – for greater flexibility in exploiting the scope offered by Article 21 of the ERDF Regulation with regard to the location of cross-border and transnational cooperation activities, incorporating maritime regions; to that end, calls for a certain flexibility in the application of the geographical limit of 150 km set for cross-border cooperation programmes for coastal and maritime regions;

Points out that transnational cooperation is the essence of FP7 and CIP, and that territorial cooperation (via transnational, interregional and cross-border programmes) is mainstreamed in the Structural Funds; calls on the Commission to reinforce the European territorial cooperation objective in the future, through its further mainstreaming; invites the Commission to evaluate the possibilities of enhancing territorial cooperation in the field of innovation in each cohesion policy objective; points out that better knowledge of the results of FP7 and CIP at regional level would facilitate practical coordination between the EU Regional policy and these programmes; urges the Commission to pay particular attention to such coordination; encourages Member States to take further measures for effective transnational cooperation by developing coherent regional and national strategies for achieving synergies; calls the Commission and Member States also to facilitate development and accessibility of data on this issue;
