IN-CONTEXT TRANSLATIONS

The Translation Service and the Joint Interpreting and Conference Service collaborated on the publication of a handbook [10] containing information for people interested in working as translators or interpreters, and providing tips on how to get the best results from translation and interpreting services.
Le service de traduction et le service commun interprétation-conférence ont participé à la publication d'un guide [10] renfermant des informations pour les personnes intéressées par le métier de traducteur ou d'interprète et fournissant des conseils sur les moyens d'obtenir les meilleurs résultats de services de traduction et d'interprétation.

Welcomes the fact that since 2011, Parliament's translation and interpretation services are undergoing significant changes; acknowledges that throughout this process, efficiency could be considerably increased and subsequently, financial means reduced, while the quality and offer for Members is maintained; notes that in the framework of the resource-efficient full multilingualism policy, the on-demand translation of the verbatim reports of proceedings and of written questions has allowed for a reduction in external translation of EUR 11 million on a permanent basis;
36. se félicite que, depuis 2011, les services de traduction et d'interprétation du Parlement aient fait l'objet de changements considérables; est sensible au fait que ce processus ait permis d'augmenter considérablement l'efficacité et de réduire les moyens financiers, tout en maintenant la qualité et l'offre pour les députés; relève que, dans le cadre de la politique de multilinguisme intégral basé sur usage plus efficace des ressources, la traduction à la demande du compte rendu in extenso et des questions écrites a permis une réduction permanente de 11 millions d'euros du coût de la traduction externe;

Welcomes the proposed decreases compared with the 2013 budget in the areas of translation (-56%) and interpreting costs (-23%), lease payments (-60%), web TV (-38%) and fitting-out of premises (-31%) and asks for detailed information proving the feasibility of those proposed cuts; reiterates that savings proposed in the translation and interpretation services cannot jeopardise the principle of multilingualism and insists on the facts that the Members' equal access to the linguistic services need to be ensured and that the right working conditions of the services concerned need to be upheld;

In accordance with the 2011 Directive, assistance and support should be based on individual needs of the victim and should include at least appropriate and safe accommodation, material assistance, medical treatment, psychological assistance, counselling and information, translation and interpretation services.
Conformément à la directive de 2011, les victimes doivent bénéficier de mesures d'assistance et d'aide correspondant à leurs besoins individuels et leur assurant au moins un hébergement adapté et sûr, une assistance matérielle, des soins médicaux, une aide psychologique, des conseils et des informations, ainsi que des services de traduction et d'interprétation.

5. The assistance and support measures referred to in paragraphs 1 and 2 shall be provided on a consensual and informed basis, and shall include at least standards of living capable of ensuring victims’ subsistence through measures such as the provision of appropriate and safe accommodation and material assistance, as well as necessary medical treatment including psychological assistance, counselling and information, and translation and interpretation services where appropriate.
5. Les mesures d’assistance et d’aide visées aux paragraphes 1 et 2 sont apportées aux victimes après les en avoir informées et obtenu leur accord et elles leur assurent au moins un niveau de vie leur permettant de subvenir à leurs besoins en leur fournissant notamment un hébergement adapté et sûr, une assistance matérielle, les soins médicaux nécessaires, y compris une assistance psychologique, des conseils et des informations, ainsi que des services de traduction et d’interprétation, le cas échéant.

I would consider that all of this points to the fact that there are management problems in the translation and interpreting service, and I would very much like to ask the Working Group that has been formed to implement reforms in Parliament to consider the question of quality of management in the translation and interpreting service during their deliberations.
Selon moi, tous ces problèmes sont le signe de soucis de gestion dans les services de traduction et d’interprétation, et je souhaiterais vraiment qu’au cours de ses délibérations, le groupe de travail établi pour mettre en œuvre les réformes au sein du Parlement se penche sur la question de la qualité de la gestion assurée au sein de ces services.

Certain specific services such as the assignment of television broadcasting rights in respect of football matches, the translation of texts, services for claiming value added tax refunds, certain services as an agent, the hiring of means of transport and certain electronic services involve cross-border scenarios or even the participation of economic operators established in third countries.
Certains services précis tels que l’octroi de droits de retransmission télévisée de matchs de football, la traduction de textes, les services relatifs aux demandes de remboursement de taxe sur la valeur ajoutée, certains services d’intermédiation, la location de moyens de transport et certains services électroniques impliquent des opérations transfrontalières ou même la participation d’opérateurs économiques établis dans des pays tiers.
