(15) In accordance with Protocol No 5 to the 2003 Act of Accession on the transit of persons by land between the region of Kaliningrad and other parts of the Russian Federation, the Instrument should bear any additional cost incurred in implementing the specific provisions of the Union acquis covering such transit, i.e. Council Regulation (EC) No 693/2003 of 14 April 2003 establishing a specific Facilitated Transit Document (FTD), a Facilitated Rail Transit Document (FRTD) and amending the Common Consular Instructions and the Common Manual and Council Regulation (EC) No 694/2003 on uniform formats for Facilitated Transit Documents (FTD) and Facilitated Rail Transit Documents (FRTD) provided for in Regulation (EC) No 693/2003.
(15) Conformément au protocole n° 5 annexé à l'acte d'adhésion de 2003, qui porte sur le transit des personnes par voie terrestre entre la région de Kaliningrad et les autres parties de la Fédération de Russie, l'instrument devrait prendre en charge tous les coûts supplémentaires résultant de la mise en œuvre des dispositions spécifiques de l'acquis de l'Union dont relève ce transit, à savoir le règlement (CE) n° 693/2003 et le règlement (CE) n° 694/2003.

Points out that the purpose of the transitional guidelines concerning amending budgets should aim to facilitate reaching an agreement by the two branches of the budgetary authority without ruling out resorting to the conciliation committee; considers that this goal could be pursued through improving the exchange of information between the Commission and the two branches of the budgetary authority and amongst each other; stresses, however, that those guidelines must fully respect the prerogatives of Parliament concerning the budgetary procedure which applies in general to amending budgets, as mentioned above;
